PAY AND BENEFITS
Annual Pay Range: $69,109.73 - $87,693.49
Hourly Pay Range: $33.225832 - $42.160333
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County Behavioral Health Division is seeking a detail-oriented professional with experience in contract and grant administration to join our team in supporting the work of the Behavioral Health Division. This role is responsible for coordinating, drafting, and processing a high volume of contracts and grants, ensuring compliance with procurement laws and internal policies, and maintaining accurate digital records. The successful candidate will also assist with developing procurement documents, tracking expenditures, and supporting grant proposals and funding opportunities. This is a dynamic role that balances technical knowledge of funding processes with strong administrative and organizational skills.
The ideal candidate will have at least three years of experience in financial administration or professional management analysis, along with two years of experience in contract processing within public or nonprofit settings. They should bring a solid understanding of procurement processes, grant development, and regulatory compliance, as well as a collaborative spirit and strong interpersonal skills. This position offers a hybrid schedule with the opportunity to make a meaningful impact on essential public services.
Required Minimum Qualifications/ Transferrable Skills:*
• Minimum of three (3) years relevant experience in professional management analyses and/or financial administration support that demonstrates possession of the required knowledge and skills to perform the functions of the position.
• Minimum of two (2) years relevant experience in contract processing, interpretation, and drafting in public or non-profit settings.
• Working knowledge of principles and practices of contract and grant preparation and administration.
• Familiarity with federal and state funding processes and relevant procurement laws and rules.
• Demonstrated experience in establishing and maintaining cooperative working relationships with internal and external partners.
• Demonstrated experience developing and implementing administrative workflows, policies and procedures, and reference guides.
• Proficiency in using Microsoft Office Suite.
Preferred Special Qualifications/ Transferrable Skills:*
• Experience in contract management, including development and administration of grants and contracts delivering social services, healthcare services, or behavioral health services.
• Experience leading or supporting procurement processes that include formal solicitations such as requests for proposals or notices of funding opportunities.
• Demonstrated proficiency using web-based software such as Oracle-based systems, project management platforms, or SharePoint.

TYPICAL TASKS
Contract and Grant Administration
• Coordinate and process approximately 200 contracts, grants, and interagency agreements in collaboration with the Senior Contract Analyst.
• Draft, edit, and finalize contracts, grants, amendments, and procurement requests.
• Ensure proper authorization, execution, and tracking of documents.
• Research funding opportunities and assist in preparing, reviewing, and submitting grant proposals as needed.
Document and Records Management
• Maintain digital contract files, supporting documentation, contract databases, and web-based contract dashboard.
• Draft and update procedures, policies, workflows, and resource documents.
• Ensure compliance with departmental procedures and records retention schedules.
Procurement
• Assist in developing and reviewing Notices of Funding, RFPs, and other procurement documents.
• Coordinate document revisions, formatting, and internal reviews.
• Manage proposal scoring logistics and liaise with central procurement.
• Track and reconcile contract expenditures and monitor budget alignment.
• Review insurance requirements, registry checks, and regulatory language for compliance.
• Ensure provider and contract adherence to fiscal, legal, and operational requirements.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off).
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the https://dochub.clackamas.us/documents/drupal/9065b5fb-2237-47ce-9534-e7c8c40fc2bc and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
