PAY AND BENEFITS
Annual Pay Range: $62,251.49 - $79,499.33
Hourly Pay Range: $29.928602 - $38.220830
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

If you answered “yes” to the questions above, please read on! We are searching for a motivated and customer service-oriented individual to join our team as a Permits Technician at the Clackamas County Department of Transportation & Development.
If selected for this position, you will be joining the Septic/Onsite Wastewater team within the County. As a Permits Technician, your main focus will be on providing superior customer service by providing information to the general public about Department of Environmental Quality (DEQ) rules and laws governing construction of septic systems, soil site evaluations permit applications, inspection processes and procedures. Other components of this position are checking submitted plan review applications for completeness and compliance, assisting customers with using Development Direct software for permit submittal, issuing septic permits and managing and maintaining department records.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of two (2) years of relevant experience in the land use, development and/or construction industry, reviewing information for compliance with various local, federal and/or state codes, rules, laws, and/or regulations
• A minimum of two (2) years of experience providing excellent customer service to the public as well as to other external and internal stakeholders within various levels of an organization
• A minimum of one (1) year of experience establishing priorities and managing workload with minimal supervision while adhering to deadlines
• Experience receiving and processing payments and balancing financial transactions
• Experience working with electronic and/or paper file management and record keeping systems
Preferred Special Qualifications/ Transferrable Skills:*
• A minimum of one (1) year of experience processing permit applications, including reviewing documents, plans, and permit applications for completeness and compliance with State and County codes, ordinances, and/or regulations
• Experience as a Permit Specialist, Permit Tech or a related position within the public sector
• Experience determining when State or other agency permits are required before a local permit can be submitted for plan review or issued, and referring customers to the appropriate agency
• Experience using Project Dox or Accela Permitting Software

TYPICAL TASKS
Typical tasks and responsibilities include, but are not limited to:
• Assists customers over the phone, by email, and at the front counter (and virtual appointments) with information on regulations and DEQ rules regarding septic systems, site evaluations, existing system reviews, and the septic permitting process.
• Reviews permit applications submitted through development direct for completeness and compliance with state (DEQ) and County regulations. Works with customers to provide complete applications.
• Calculates and collects permit fees, assigns permits to be reviewed and issues septic permits. Issues soil evaluations, septic permits, and existing septic system review reports. Determines type(s) of permits needed. Verifies contractor licensing.
• Monitors the permit and plan review status and provides current information to staff and the public. Updates and maintains permit tracking system (Accela and Development Direct). Enters and updates information into permit files.
• Coordinates with other departments to implement internal processes and procedures that meet Septic and DEQ requirements and rules. related to the permitting process.
• Participates in developing procedures, routines, forms and record keeping systems which assist in the plan review process. Participates in testing and upgrades for software systems such as Development Direct and Accela.
• Researches county records and other sources for building and septic information in response to customer inquiries. Maintains new records, inspection reports and certificates.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework subject to the county records and other sources for building and septic information in response to customer inquiries. Maintains new records, inspection reports and certificates.

This position requires 80% of work time to be spent on site (in-office Monday through Thursday, with an option to telework on Fridays).
