Position Purpose
The Deputy City Manager partners with Arvada’s City Manager and leadership team to lead strategic planning and problem-solving initiatives for the organization. As one of two Deputy City Managers, this role oversees key citywide operational-focused work systems including Community and Economic Development, Vibrant Community and Neighborhoods, Infrastructure and Emergency Management.
Essential Job Functions
- Partners with the City Manager to lead strategic planning and problem-solving initiatives for the organization; serves as an effective and contributing member of the executive leadership team by providing input and counsel to the city manager on a wide range of community and organizational wide topics and issues.
- Communicates, presents information, and interacts effectively with the city council, the city manager and executive leadership team, other government and quasi-government representatives, federal, state, and local officials, school officials, local business owners, boards and professional organizations, citizen groups, media representatives, employees, the public and others on city-wide issues and as needed to perform the functions of the Deputy City Manager.
- Leads strategic business planning for the city manager’s office and the city-wide strategic business plan.
- Oversees city and community-wide large-scale programs and projects and assembles necessary resources to solve a broad range of programmatic and systemic problems in the delivery of governmental services.
- Leads and works collaboratively with Executive Leadership Team to lead the organization and solve complex problems.
- Leads and conducts policy analysis, makes presentations, and convenes and directs task forces.
- Leads, develops and recommends appropriate changes to ordinances, codes, policies, programs, and procedures that affect strategic and day-to-day operations of the municipality internally, as well as externally; reviews, interprets and renders decisions or opinions compliant with City, State or Federal policy, standards, or law.
- Collaborates with the City Manager and the Chief Financial Officer in leading the development of the City’s two-year budget, second year budget update and 10-year financial model.
- Promotes an organizational work environment where business practices, decisions, and work assignments are aligned with the City’s vision, mission, and core values and competencies.
- Develops and directs new internal organizations to meet the ongoing change of the City’s demographics.
- Provides guidance to department heads and others on the organization’s overall direction, in conjunction with policies established by the City Manager, the City Council, and the Leadership Team.
- Communicates effectively with employees on council and management policies, budget issues, work plans, activities departments, and other items of interest to the organization.
- Monitors the response to inquiries and requests for service from citizens, city council members, and internal customers, and takes action to improve communications where needed; responds to direct citizen inquiries as appropriate.
- Provides budget and fiscal management for the City Manager’s Office and the overall organization.
- Delegates to managers the authority, responsibility, and accountability for attaining objectives.
- Serves as and assumes the duties of the City Manager in the City Manager’s absence and represents the city manager at meetings and other official functions when so directed.
- Oversees day-to day leadership activities, including effectively communicate vision and priorities, makes decisions and problem solves, delegates work, manages performance, hires, manage resources, develops others, and maintains a team culture to produce strong performance and positive employee and community member experiences.
- Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department.
Other Job Functions
- May be called upon to temporarily fill vacant Director positions.
- Represents the City on various outside boards, commissions, professional organizations, other public agencies, and the public, responds to media as necessary.
- Performs other duties as assigned.

- Makes decisions or recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary.

- Expert knowledge of public administration practices and procedures, planning, and administration.
- Strong leadership skills and ability to manage a wide variety of leadership, professional, skilled, semi-skilled, technical, and administrative staff.
- Ability to think and plan strategically and assess the potential short-term and long-term impact of decisions.
- Strong project management skills and experienced in leading large-scale projects.
- Experienced in analyzing complex issues and developing recommendations that affect the organization and community.
- Solid business and financial acumen and budgeting skills.
- Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
- Must be able to operate a motor vehicle.
License & Certification
- A valid Colorado driver’s license and acceptable driving record is required.
Education Degree
- Bachelors Degree (BA, BS, BBA)
Education Major
- Public Administration, Business Administration or related field.
Education Preferred
- Masters Degree (MA, MS, MPA)
Work Experience Related
- Ten (10) years of progressively responsible experience in municipal management.
- Five (5) years of supervisory experience also required.
