HEAVY EQUIPMENT OPERATOR
Job Summary:
Under general supervision of the Public Works Director, the Equipment Operator performs work involving the proper operation of trucks and/or specialized equipment used in the water distribution and wastewater collection systems rotating into various job duties through the department. The Operator properly repairs and maintains utilities in a safe and timely manner and other duties as required.
Principal Duties and Responsibilities:
This information is intended to be descriptive of the principal duties and responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.
1. Drives, operates and is responsible for the safe operation of specialized equipment, including but not limited to backhoe, trackhoe, bulldozer, dump truck, front end loader and flush vac.
2. Independently performs assigned work specific to the water distribution and sewer collection system.
3. Provides on-the-job training to lower level personnel and may be called upon to direct the work of other employees and crew members.
4. Ability to coordinate and manage multiple projects and/or assignments.
5. Performs a limited to moderate number of tasks using some judgment and decision making based on knowledge and experience to determine course of action or technique to use. Instructions are usually moderate in difficulty and established procedures must be followed with unique situations being referred to supervisor.
6. Must be able to understand and refer to city maps, blueprints and manuals.
7. Provide traffic control at work sites to ensure a safe working environment. Place and gather cones, flags, set-out traffic signs, etc.
8. Investigates complaints and takes appropriate action.
9. Assists crew with installation, repair and maintenance of the water and wastewater system and infrastructure.
10. Respond to emergency service calls as required; required on-call weekend rotation as assigned. The employee may be required to work overtime or comp time with little, or no notice at any hour or day of the year, as needed.
11. Complete paperwork, forms and work orders for assigned jobs.
12. Assist in the basic operation, inspection, and maintenance of a variety of vehicles, tools and light and heavy equipment.
13. Assist in the set-up, operation, and maintenance of a variety of safety-related equipment according to the City's safety procedures and SOP.
14. Perform labor intensive work and other related duties as assigned.
Physical and Environmental Conditions:
Duties are generally performed citywide in an outdoor setting. This position is subject to outside environmental conditions, including extreme cold, extreme heat, hazards including mechanical, fumes, odors, dust or mist, and atmospheric conditions
Frequent driving and walking
Frequently lifting and carrying objects up to 50 pounds and occasionally lifting and carrying objects ranging from 50 – 80 pounds
Ability to turn knobs, levers, cranks, wrenches, valves and handles
Ability to climb in and out of trenches with or without ladders
Frequently required to squat, kneel, crawl, bend, climb, reach above head or below shoulder level as job requires
Education, Certification and Experience Required:
• Possession of a High School Diploma or equivalent.
• Possession of a valid Texas Class C driver’s license.
• Preferred one to three years experience.
Required Knowledge, Skills and Abilities:
• Skill in the operation of heavy equipment and vehicles and other equipment used within the department.
• Must have valid driving record sufficient for coverage by the City’s auto liability carrier at the time of placement.
• Ability to work an irregular work schedule, including evenings, weekends and holidays.
• Ability to maintain regular and predictable attendance.
• Must exhibit attention to detail, accuracy, and safety.
• Must be able to communicate and present oneself in a professional manner.
• Ability to establish and maintain effective working and professional relationships with City employees and officials, and the general public.
• Ability to take and follow oral instructions and directions.
• Ability to read and understand written instructions and product directions.
• Ability to work under high demands, short time constraints, and the pressure of a fast-paced work environment.
• Ability to follow City policies and procedures.
• Ability to read, write and perform basic mathematical calculations.
