PAY AND BENEFITS
Annual Pay Range: $53,564.72 - $67,653.69
Hourly Pay Range: $27.469088 - $34.694198
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Social Services Division is seeking an organized administrative professional to join their team as an Administrative Specialist 1. The position will work within the Social Services Division's Oregon Project Independence and Oregon Project Independence Medicaid programs.
The primary responsibilities in this Administrative Specialist 1 position include providing support for a variety of projects and tasks related to the Oregon Project Independence and Oregon Project Independence Medicaid programs. Specific job duties include: tracking budget expenditures; processing home delivered meal vouchers and other forms; tracking client authorizations; client billing; processing plan of cares and prior authorizations; using billing systems; training and operations; and tracking and entering data into Oregon Access and other databases. The Administrative Specialist 1 will also provide some lead work for tasks of a Program Aide and Case Manager Aide
This is a great opportunity for an administrative professional looking to build upon their administrative and office management skills while contributing to a service-oriented team.
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of one (1) year of relevant experience that would provide the required knowledge and skills to perform the responsibilities of this position
• A minimum of one (1) year of experience providing services to customers in a positive and timely manner, both in person and over the phone
• Experience reviewing and processing payments, invoices, claims, and/or vouchers for accuracy and completion of documentation
• Experience tracking and maintaining data within multiple databases and systems
• Effective communication, both orally and in writing, with a variety of persons with diverse backgrounds
• Proficiency and skill in Microsoft Office Suite (Outlook, Word, Excel, etc.) and database programs
Preferred Special Qualifications/ Transferrable Skills:*
• Basic bookkeeping skills including tracking payments to deposits
• Experience processing and tracking expenditures and evaluating trends and projections
• Experience collecting data and creating reports to demonstrate expenditures and utilization for performance management
• Skilled at learning new technology platforms and databases, creating tutorials, and desk manuals
• Experience leading the work of others
• Experience working in a grant-funded human services and/or social services program environment

TYPICAL TASKS
Duties may include but are not limited to the following:
• Mainframe: Process 546 forms for homecare worker (HCW) and client authorizations: manage and issue vouchers for client service plans.
• Homecare Worker (HCW) Support and Payroll: provide HCW's with guidance and training on Provider Tame Capture (PTC) functions.
• Medicaid Management Information System (MMIS): process plan of cares and prior authorizations for appropriate systems of billing; training and operating with new systems.
• Client Billing: track and monitor Oregon Project Independence (OPI) client billing; manage invoices and maintain client billing systems; interact with clients regarding billing.
• Service Units: track and enter data into Oregon Access; maintain and log units related to OPI program.
• Budget: collect data and track budgeting spreadsheets for program.
• Provider Time Capture: monitor and complete projects related to PTC; follow up on new phase launch and support program changes.
• Home Delivered Meals: creating, tracking, and processing home delivered meal vouchers.
• Agency and Assistive Device Billing: track and prepare invoices to ensure timely processing.
• Recordkeeping: maintaining records and documents for program; manage lists and client information.
• Waitlist: monitor OPI waitlist and mailbox; screen clients for OPI program; coordinate tasks related to current client and new referrals.
• Mailing: sort and mail documents; interact with clients regarding mailings ex. applications.
• Meeting Coordination: coordinate weekly and quarterly meetings between OPI and partnering agencies.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off):

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
