We are hiring a Utility Engineer (Level II or III dependent on qualifications) to support our water and wastewater/water reclamation utilities. Depending on qualifications, the selected candidate will serve in a key engineering role, contributing technical expertise, project oversight, and strategic support to utility infrastructure projects.
Working under general supervision, this position plays a critical role in developing cost estimates, assisting with the annual budget, and shaping the 5-year capital improvement plan for utility-related projects. You’ll coordinate with internal teams and outside agencies to move projects forward while applying sound engineering judgment and a problem-solving mindset.
This is a professional-level opportunity with flexibility to hire at either level, offering a pathway for engineers who are ready to take the lead on technical work—or those ready to grow into a more independent role with added project and team oversight responsibilities. Salary Ranges:
Utilities Engineer II : $82,190/year - $115,066/year
Utilities Engineer III : $88,355/year - $126,696/year
DUTIES AND RESPONSIBILITIES (Duties will vary based on the selected level (Engineer II or III), but may include):
Primary Duties:
- Performs and oversees complex technical planning and engineering analysis and design, including:
- Supports or develops the development and updating of infrastructure system plans for water treatment, water distribution, water transmission, source water, water reclamation, wastewater collection, and water reuse systems.
- Designs or manages the design of new infrastructure including treatment plants, pipelines, dams, reservoirs, pumping stations, and related facilities.
- Designs or manages the design of capital enhancements, rehabilitation, and expansion projects for utilities facilities.
- Supports treatment facilities with process engineering and process optimization.
- Supports development of maintenance and operating plans.
- Supports other engineering division staff in review of development proposals as required.
- Develops and maintains hydraulic models of utility systems.
- Collaborates with Planning department and Engineering Development Review team in support of the development review process to align infrastructure planning with comprehensive and land use planning efforts.
- Supports development and monitoring the overall capital improvements program for utilities in coordination with Public Works and Utilities leadership.
- Selects and manages consultants as required.
- Manages and oversees management of capital construction and maintenance projects:
- Prepares or oversees preparation of plans, specifications, requests for proposals, and bid solicitations.
- Conducts contractor and consultant selection processes in accordance with Town’s purchasing policies.
- Oversees inspection and acceptance process with support from other Town staff.
- Tracks construction schedules and budgets.
- Reviews pay applications and change orders.
- Coordinates with operations and maintenance staff to understand operating and maintenance needs, minimize disruptions to normal operations.
- Keeps the community informed of project progress and impacts.
- Serves in monitoring the condition of the Town’s dams and reservoirs while maintaining compliance with applicable dam safety requirements.
- Maintains knowledge of dam safety regulations and permitting requirements.
Administrative/Miscellaneous
- Prepares reports, review comments, completes correspondence, capable of delivering comprehensive presentation of technical information to Town management, Town Council, Town Commissions, and the public.
- Supports the preparation of engineering standards and specifications for the Town and makes recommendations as the Lead Utility Engineer.
- Maintains knowledge of regulations, standards, and industry best practices. Ensures compliance with applicable regulations.
- As a level III, collaborates with Utilities department to monitor, and assess division data, objectives, metrics, and measures.
- Respond to questions from residents or developers either in person or over the telephone. Provide technical support to other staff members, contractors, developers, and the public. Research files and/or maps for walk-in residents and developers.
- Works closely with the Utilities Department, the Planning Department, and all other departments.
- Provides excellent customer service to internal and external customers, including communicating effectively and professionally with the public and representing the Town during difficult situations such as water outages, sewer backups, floods, and winter storms.
- As a level III, may supervise lower-level technical and engineering personnel as assigned to include instruction, training, hiring, and performance management.
- As a level III, may be assigned to supervise other employees or may manage programs within the Engineering Division.
- Performs related work as required and assigned.
QUALIFICATIONS
Utilities Engineer II
Minimum Qualifications
- Bachelor’s Degree in Civil Engineering or a related field
- A minimum of four (4) years of relevant experience planning, designing, constructing, and/or operating water and wastewater facilities
- Professional Engineer License (P.E.) and P.E. through Colorado State Board through reciprocity within one year.
- Experience with the design and construction of major capital facilities such as treatment plants and reservoirs.
- Experience developing capital maintenance and replacement programs.
An equivalent combination of education and experience may be considered.
Desired Qualifications
- Experience in local government or municipality.
- Experience coaching, training or mentoring others.
- Experience with utility modeling including development and implementation of hydraulic and water quality models.
- Experience creating and facilitating presentations to elected officials and the public.
- Experience supporting utility operations including demonstrated ability to work effectively with operations and maintenance staff.
Certifications/Licenses/Registrations
- Professional Engineer License (P.E.) and P.E. through Colorado State Board through reciprocity within one year.
- Valid Driver’s License and satisfactory driving record.
Utilities Engineer III
Minimum Qualifications
- Bachelor’s Degree in Civil Engineering or a related field
- A minimum of seven (7) years of relevant experience planning, designing, constructing, and/or operating water and wastewater facilities
- Professional Engineer (P.E.) License and P.E. through Colorado State Board through reciprocity within one year.
- Experience with the design and construction of major capital facilities such as treatment plants and reservoirs.
- Experience developing capital maintenance and replacement programs.
- Experience with utility modeling including development and implementation of hydraulic and water quality models.
An equivalent combination of education and experience may be considered.
Desired Qualifications
- Experience in local government or municipality.
- Experience leading or supervising engineering staff.
- Experience creating and facilitating presentations to elected officials and the public.
