Under direction from the Code Enforcement Supervisor, performs responsible and difficult residential, commercial, and industrial inspections and code compliance work; maintains City esthetics by canvassing the city, residential, commercial, and manufacturing zones; ensures compliance with State, County and City municipal codes, exercises independent judgment and recommends action based on inspection findings; enforces parking laws and conducts traffic control; responds to community inquiries and enforces municipal, state and county codes; performs other duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Supervision is provided by the Code Enforcement Supervisor. Supervision is not exercised by this classification.
Duties may include, but are not limited to, the following:
- Investigates public complaints and makes recommendations concerning corrective measures zoning, land use ordinance violations, and public nuisances.
- Engages with homeless individuals; offers City sponsor resources; logs, and reports interactions with the homeless to appropriate agencies; tracks homeless for the Greater Los Angeles homeless count event.
- Issues warnings to violators specifying violations, corrective actions, and compliance dates.
- Explains and interprets City, County and State ordinances to violators.
- Gathers data and maintains daily inspection logs, records, and files.
- Collects evidence such as videos, photographs to help investigation; prepares comprehensive written reports.
- Prepares and refers cases to the City Prosecutor; testifies in court as required; coordinates with the prosecutor by collecting and evaluating information of complaint; confers with City Prosecutor and violators to resolve cases prior to court appearance.
- Participates in Interdepartmental collaboration for City and community events, responsibilities include street closures, escort duty and pedestrian and traffic control.
- Patrols City for potential violations in residential, commercial, and industrial zones. interprets the community on code requirements and established policies and procedures.
- May develop alternative methods to achieve code compliance in accordance with established guidelines.
- Monitors transient business activities, such as solicitors and vendors, for code compliance.
- Conducts annual inspections of rental properties to ensure code compliance, for suspected violations of health, safety, public nuisance, or other code violations.
- Prepares case files to obtain property ownership information and other relevant documentation to conduct investigation and enforcement action.
- Inspects businesses and other properties and works with owners to ensure compliance with the City’s National Pollutant Discharge Elimination System (NPDES) requirements.
- Follows up on prior violations by preparing correspondence, site visits and communications with complainants, attorneys, and property owners.
- Refers potential criminal activity to other agency personnel such as Sheriff’s Department, County Social Services, etc. as needed.
- Preforms related duties as assigned.
Experience:
Three (3) years of experience in public contact work involving interpretation of codes.
Education:
- High school diploma or equivalent.
- Certificate of Achievement in Police Academy/Basic Police Academy Module I, College courses 21.5 Units in PAC075D-Basic Course Module I or PAC075G-Basic Academy Intensive Modular I code enforcement is preferred.
Additional Requirements:
Conducts and investigates on weekend and after-hours patrol as directed.
Licenses and Certificates:
- Possession of valid California driver's license and a satisfactory driving record.
- Post Certificate-832 (citation authority class) is preferred.
- Possession of Certification from Southern California Association of Code Enforcement Officials for completion of Code Enforcement Officer Training (Basic Course) is preferred.

Physical Demands:
- Occasionally required to stand; walk; talk or hear; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms.
- Occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl.
- Occasionally lift and/or move up to 50 pounds.
- Vision abilities to include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- Hand-eye coordination is necessary to operate office equipment.
Working Conditions:
- Considerable outdoor work is required in the inspection of various land uses and other matters.
- Occasional works in outside weather conditions.
- Occasional works in high, precarious places.
- Possible exposure to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.
