The City of Irwindale is seeking a skilled Plan Check Engineerto join our team and support our rapidly evolving landscape. Under general direction, you will review and approve plans for new and remodeled residential, commercial, and industrial structures—ensuring compliance with all building codes, ordinances, and regulations. You will provide expert guidance to contractors, inspectors, design professionals, and the public, while offering technical support directly to the Director of Engineering/Building Official. The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.- Provides information at the public counter regarding the Building Codes and Ordinances including regulations on occupancies, structures, fire life safety issues, accessibility, energy conservation and other construction related issues.
- Performs over-the-counter plan check of fences, walls, small room additions, remodels, patios, decks, garages, and other small construction projects.
- Reviews building plans for sufficiency and code compliance.
- Research construction products and techniques for code approval.
- Reviews building plans, details, structural calculations, and specifications submitted with development permit applications to ensure completeness and conformance with all required State of California Title 24, including Building, Electrical, Mechanical, Plumbing, Energy, Green and Grading codes, State disabled access related codes, and the City's municipal code, and local ordinances.
- Determines compliance with California Building, Electrical, Mechanical, Plumbing, Energy and Green Building Standards Code, and pertinent provisions of State, County, & local ordinances.
- Confers with architects, engineers, contractors, builders and general public to resolve complaints and answer questions regarding plan check correction lists, conditions of permit approvals, and use of alternative methods or materials.
- Initiates appropriate action to enforce code compliance.
- Performs professional engineering work in reviewing, analyzing, and approving plans, specifications, and supporting documentation of commercial and industrial buildings and residential structures for overall code compliance.
- Reviews permit applications, plans, calculations, and specifications of buildings and structures for compliance with structural and non-structural design.
- Conducts field inspections and structural observation to ensure code compliance.
- Provides technical assistance and coordinates plan check activities with other City departments, external engineers, architects, and contractors, outside agencies, and the public.
- Interprets and explains requirements and restrictions relative to building codes, ordinances, regulations, policies and procedures.
- Assists Director of Engineering / Building Official in performing structural and civil engineering tasks that are part of City projects.
- Participates in the development of division policies and procedures for a variety of Building Division needs.
- Provides direct supervision to professional, technical engineering and clerical staff; participates in recommending the appointment of personnel; provides or coordinates staff training; works with employees to correct deficiencies.
- Formulates recommendations regarding use of consultants and monitors performance and consulting contracts.
- Performs related duties as required.

- Methods, materials, tools and safety practices of the building, plumbing, and electrical trades.
- Applicable State and Federal building, plumbing, electrical, mechanical, life safety, energy and related codes.
- Legal processes and considerations involved in prosecuting violations of the building codes and ordinances.
- Principles and practices of budget preparation and administration.
- Principles of supervision, training, and performance evaluation.
- Pertinent federal, state, and local laws, codes, and regulations.
Ability to:- Read and interpret building plans, specifications, and codes.
- Examine and correct building plans, calculations and specifications in a rapid, uniform and accurate manner.
- Analyze, evaluate and solve or recommend effective solutions to building and code problems and issues.
- Interpret and consistently apply complex laws, codes, regulations and ordinances.
- Provide clarification and guidance regarding the application of codes, regulations, and ordinances.
- Evaluate legal violations and take appropriate action.
- Make structural calculations necessary to determine the adherence of structural plans to code requirements.
- Plan and organize work to meet changing priorities and deadlines.
- Work cooperatively with other departments, City officials, and outside agencies.
- Respond tactfully, clearly, concisely, and appropriately to inquiries from the public or other agencies on sensitive issues in area of responsibility.
- Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
Education and Experience Guidelines -
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:Education/Training:A Bachelor’s degree from an accredited college or university with major course work in civil engineering or related field.
Experience:Five years of progressively responsible experience in civil, or structural engineering designs, structural calculations and building plan checking including two years of administrative and supervisory responsibility.
License or Certificate:- Possession of an appropriate, valid driver’s license.
- Valid registration as a Professional Engineer in the State of California.
- Certification as a Building Plans Examiner issued by the International Code Council or other authorizing agency desirable and must be obtained within twelve months of appointment.
- Certification from the California Access Specialists program (CASp) desirable.
