Our headquarters not only positions the agency in the heart of the county but is symbolic of our longstanding commitment to transportation.ABOUT THE JOBUnder administrative direction, plans, organizes, manages, and provides leadership to the Fund Administration Department; fosters cooperative working relationships among departments and with intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex professional assistance to the Deputy Executive Director and Executive Director in areas of expertise; and performs related duties as assigned.
Supervision Received and Exercised
Receives administrative direction from the Deputy Executive Director. Exercises direct supervision over supervisory, professional, technical, and administrative support staff through subordinate levels of supervision.
Class CharacteristicsThis is a department director classification that oversees, directs, and participates in all activities of the Fund Administration Department, including short- and long-term planning as well as development and administration of department policies, procedures, and services. This class provides assistance to the Deputy Executive Director and Executive Director in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, SBCTA functions and activities, including the role of the Governing Board, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering SBCTA’s mission, goals, and objectives within general policy guidelines.

- Develops and directs the implementation of department goals, objectives, policies, procedures, and work standards.
- Selects, trains, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards; works with employees on performance issues; implements discipline and termination procedures.
- Contributes to the overall quality of the department by developing, reviewing, and implementing policies and procedures to meet legal requirements and SBCTA needs; monitors and evaluates efficiency and effectiveness of service delivery methods and procedures; assesses and monitors distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement and implements changes.
- Manages the development and administration of assigned budgets; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.
- Develops, updates, and maintains the 10-Year Delivery Plan including validating the integrity of project data, providing project cash flow and revenue data to complete the bonding analysis, and ensuring the Plan is within forecasted revenue limitations; evaluates and assesses impact of funding changes and changes in project scope, cost, or schedule to debt service, bonding plans, and cash flow of available funds; takes necessary steps to address negative impacts.
- Provide oversight to staff responsible for programming and monitoring projects in federal, state, and local transportation and transit improvement programs; consults on complex, unique, and/or controversial issues; ensures federal, state, and local funds are programmed in accordance with requirements and SBCTA policies.
- Performs analyses of delivery scenarios and strategies to maximize funding available for SBCTA and member agency projects using forecasts of local, state, and federal funding available for projects.
- Reviews all SBCTA agreements, contract summary sheets, contract task orders, and related project documentation for funding eligibility and consistency with funding plans; reviews and approves payments of certain state and local funds managed by SBCTA.
- Represents SBCTA in state and regional meetings and serves as a liaison to local agencies and other regional transportation planning and funding organizations to educate and advocate for SBCTA priorities and positions on transportation-related technical and policy issues; serves as a resource to SBCTA Board and member agencies on policies and strategies to maximize use of funds.
- Reviews SBCTA’s agency-wide budget to ensure funds are being used appropriately, long-term cash flow issues are mitigated, and indirect and pension liability funding sources are being assigned correctly.
- Provides highly complex staff assistance to the Deputy Executive Director; conducts a variety of organizational and operational studies and investigations; recommends modifications to programs, policies, and procedures as appropriate.
- Prepares, reviews, and presents reports, various management and information updates, and reports to the Board of Directors and various commissions, committees, and boards.
- Manages the organization and maintenance of accurate and detailed databases, spreadsheets, files, and records; verifies accuracy of information and ensures compliance with established records retention policies, procedures, and schedules.
- Attends, participates in, and represents SBCTA at interdepartmental, interagency, and professional meetings; monitors legal, regulatory, technology, and societal changes, and court decisions and stays abreast of new trends and innovations in fund administration.
- Participates on the Executive Management Team providing input on implementation of Board of Directors’ goals, policies, and directives.
- Receives, investigates, and responds to requests for information and/or questions in a professional manner; refers matters requiring policy interpretation to supervisor for resolution.

Education and/or Experience:Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:Equivalent to graduation from an accredited four-year college or university with major coursework in planning, engineering, finance, business or public administration, or a closely related field and ten (10) years of broad and increasingly responsible professional experience in transportation fund administration, transportation finance, or regional planning, including two (2) years of supervisory or management experience.
Licenses and Certifications:- Requires possession of a valid California Driver’s License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment.
Physical DemandsMust possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle and visit various SBCTA sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
Environmental ElementsEmployees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
