Job Summary
The Public Health Emergency Preparedness (PHEP) Director is responsible for directing, planning, developing, implementing, and evaluating emergency preparedness and response activities to ensure the Fulton County Board of Health and community’s readiness for public health threats. This role oversees preparedness initiatives across infectious disease outbreaks, natural disasters, bioterrorism events, mass fatality incidents, environmental hazards, and other public health emergencies. The position collaborates with internal departments, external partners, healthcare coalitions, emergency management agencies, and community organizations to strengthen local resilience.
Primary Duties & Responsibilities
- Emergency Planning & Program Development
- Develop, maintain, and update all-hazards emergency preparedness plans, annexes, SOPs, and response protocols.
- Ensure compliance with federal and state requirements, including CDC PHEP capabilities, ASPR HPP guidelines, and jurisdictional emergency management plans.
- Conduct jurisdictional risk assessments and use findings to prioritize program activities.
- Coordinate continuity of operations plans (COOP) for public health functions.
- Training, Exercises & Evaluation
- Plan and deliver training for staff, volunteers, and community partners on emergency preparedness and response.
- Design, implement, and evaluate drills and exercises (discussion-based and operations-based) using HSEEP standards.
- Track corrective actions and improvement plans.
- Emergency Response Operations
- Serve in key roles within the Incident Command System (ICS) during emergencies.
- Coordinate activation and operation of the Public Health Emergency Operations Center (EOC).
- Support surveillance, resource coordination, public information, mass dispensing, and emergency staffing functions.
- Participate in 24/7 on-call rotations, when applicable.
- Partnerships & Community Collaboration
- Build and maintain relationships with emergency management, healthcare systems, EMS, schools, community organizations, and private-sector partners.
- Participate in regional healthcare coalitions and emergency preparedness committees.
- Support public messaging and risk communication efforts.
- Resource & Logistics Coordination
- Maintain and track emergency supplies, equipment, and caches.
- Support planning for mass vaccination, mass prophylaxis, and POD operations.
- Coordinate distribution of resources to partners during emergencies.
- Administrative & Reporting Responsibilities
- Directs subordinate managers and staff.
- Develops and maintains significant District emergency preparedness plans and programs.
- Prepare required program reports for federal and state funders.
- Ensure compliance with grant deliverables and performance metrics.
- Manage program budgets and procurement related to preparedness activities.
Minimum Qualifications
Bachelor's degree in operations management, business administration, or a related field which includes five (5) years in a managerial or supervisory role;
or
Nine (9) years of related professional experience which includes five (5) years in a managerial or supervisory role;
or
Five (5) years of experience required at the lower level Sr Mgr, Business Ops (GSM012) or position equivalent.

Preferred Qualifications
Education & Experience
- Bachelor’s degree in public health, emergency management, public administration, or related field (Master’s preferred).
- 2–5 years of experience in public health, emergency preparedness, disaster response, or related work.
Skills & Competencies
- Knowledge of ICS, NIMS, HSEEP, SNS operations, and public health preparedness capabilities.
- Strong project management and organizational skills.
- Ability to analyze data, assess risks, and develop operational plans.
- Excellent written and verbal communication skills.
- Ability to work under pressure and in dynamic emergency environments.
