Primary Duties and Responsibilities

The Code Enforcement Officer reports to the Lieutenant. The primary function of this position is to ensure compliance with
Town ordinances, with an immediate and significant focus on animal control and welfare regulations not related to building,
zoning, or development. This position will operate in close cooperation with the Parker Police Department, serving as an
integral component of the team dedicated to maintaining community safety and operational efficiency.

objectives and achieving goals beyond what is required.
Key Duties Related to Animal Control:
● Ordinance Enforcement: Upholding all animal-related statutes and ordinances, including, but not limited to,
licensing requirements, leash laws, management of stray animals, investigation of aggressive animals, mitigation
of excessive noise (e.g., barking), and ensuring sanitary conditions related to pet ownership.
● Incident Response: Promptly responding to citizen reports concerning loose, injured, or stray animals.
Conducting thorough investigations into complaints of animal cruelty, neglect, or illegal animal operations.
● Animal Management and Documentation: Safely and humanely capturing and transporting animals. This
involves collaboration with local shelters and veterinary services for housing, care, and necessary medical
treatment. Maintaining precise and comprehensive records for every animal handled.
● Community Education: Serving as a primary resource to educate residents on responsible pet ownership, the
Town’s relevant ordinances, State Laws, and the importance of pet licensing and vaccinations.
● Intergovernmental Assistance: Providing occasional mutual aid and support for animal control needs in the
surrounding La Paz County areas, particularly under conditions of high demand or formal agreement.
Key Duties Related to General Code Enforcement:
● Abatement of Nuisances: Investigate and enforce regulations pertaining to junk accumulation, overgrown
vegetation, illegal dumping, prohibited signage, abandoned vehicles, and general property maintenance
standards that impact public safety and community aesthetics.
● Achieving Compliance: Issue warnings, official notices, and, when warranted, civil or misdemeanor citations.
Meticulously document all actions, manage detailed case files, and conduct necessary follow-up to ensure timely
resolution of violations.
Minimum Qualifications & Position Requirements
Education and Experience
● High School Diploma or equivalent.
● A valid Arizona driver's license will be required at the time of employment and must be maintained throughout
employment.
● Must have the ability to pass an extensive background check.
● Must be able to pass a medical physical and drug test.
Necessary Knowledge, Skills, and Abilities
● Knowledge of departmental procedures, rules, and regulations.
● Knowledge of the geography of the Town of Parker and the surrounding community.
● Skill in dealing courteously but firmly with people.
● Skill in applying good judgment and making effective decisions under pressure.
● Skill in preparing clear, comprehensive, and accurate reports.
● Skill in communicating effectively, orally and in writing.
● Skill in establishing and maintaining effective working relationships with Town staff, other law enforcement
agencies, and the public.
