What You Do And How You Do It
As the Accounts Payable Manager in the Accounting Department, you will be a results-oriented member of the management team and a hands-on leader responsible for supervising a professional team of eight Accounts Payable staff members. You will oversee the auditing, analysis, and processing of payment requests to ensure accurate and timely payments in compliance with County policies and procedures.
The Accounts Payable Manager Supports County Departments, Schools, And Suppliers By Resolving Payment Issues, Interpreting And Applying Policies And Procedures, Maintaining Accurate Financial Records, And Maximizing The Effective Use Of County Funds Through Proper Payment Practices And Timing. You Will
- Manage, supervise, train, and evaluate Accounts Payable staff to ensure the accurate and timely processing of payments for all goods and services supporting County government and Chesterfield County Public Schools.
- Direct and oversee all Accounts Payable functions and operations, including invoice processing, payment disbursements, 1099 reporting, supplier record management, staff travel and reimbursement, and the administration and compliance oversight of the County’s travel card and purchasing card programs.
- Establish, implement, and maintain internal controls, policies, and procedures to safeguard County assets and ensure the accuracy, reliability, and integrity of financial information, in compliance with applicable laws, regulations, and County policies.
- Oversee the retention, organization, and management of all Accounts Payable records in accordance with County policies, procedures, and legal requirements.
- Evaluate, recommend, and implement improvements to Accounts Payable policies, procedures, systems, and business processes to enhance efficiency, accuracy, and internal controls.
- Lead the development, implementation, and ongoing optimization of Accounts Payable systems, reporting requirements, and process improvements.
- Research, analyze, and resolve complex Accounts Payable issues involving staff, County and School leadership, departments, and suppliers, including interpretation and application of County policies.
- Develop and maintain strong working relationships with senior leadership, internal departments, and external partners to support the County’s financial, operational, and customer service objectives.
- Perform other work as required.
Here’s What You Need
Bachelor’s degree in accounting, finance, business, public administration, or a related field, along with a working knowledge of generally accepted accounting principles (GAAP). At least five years of experience in an accounting environment, including accounts payable experience using enterprise resource planning (ERP) systems (such as Workday, SAP, or Oracle), to include a minimum of three years of supervisory experience, or an equivalent combination of education, training, and experience.
Ability to thrive in a fast-paced, deadline-driven environment while demonstrating strong interpersonal, oral, and written communication skills. Proven ability to collaborate effectively at all levels of a complex organization, deliver excellent customer service, manage time efficiently, and prioritize competing demands. Requires strong computer proficiency, including Microsoft Office, as well as solid analytical, decision-making, and problem-solving skills.
Experience in public-sector or governmental accounting, as well as experience with Workday ERP and Microsoft SharePoint, is a plus.
