The Community Development Department has the primary responsibility for administering the laws, regulations, and requirements that pertain to the physical development of the city, and for overseeing the implementation of the City’s economic development, housing, and public arts programs. The Department consists of the Planning, Building, and Economic Development and Housing Divisions. The City of Emeryville is seeking a highly organized, self-starter with excellent organizational skills to fill the position of Community and Economic Development Coordinator at either the I or II level. Under the direction of the Economic Development and Housing Manager, the Community and Economic Development Coordinator I/II provides professional level support in the areas of economic development, community development, public art, real estate, homeless support, affordable housing, and performs related duties as required.
Community and Economic Development Coordinator I is an entry level professional classification for the series. Responsibilities include specific assignments that are well-defined and often limited to support for other department professionals and the Director. As experience is gained, assignments may become broader and more project-oriented, working more independently. The work is reviewed while in progress and upon completion. Experience gained at the entry level qualifies an incumbent for advancement to Community and Economic Development Coordinator II
. Such advancement is based on an incumbent having gained sufficient knowledge and experience to assume the higher-level duties and responsibilities.

- Evaluates economic and community needs regarding land use for economic, redevelopment, and/or housing projects.
- Collects, analyzes, and evaluates data to assess division projects, programs, policies, and activities.
- Designs, implements, and monitors division projects/programs.
- Establishes and maintains project work plans, budgets, expenditure reports, and schedules.
- Performs financial analysis of proposed real estate and commercial development projects.
- Prepares, negotiates, and manages a variety of contracts and solicitation proposals involving consultant and development activities.
- Provides policy and partnership support to private partners, nonprofits, for-profits and interagency coordination groups.
- Prepares reports and makes oral presentations for various City bodies including the City Council, advisory committees, and City Commissions.
- Provides assistance to local business and property owners to improve business operations or renovate property.
- Performs a variety of tasks related to negotiation, acquisition, condemnation and disposition of property.
- Solicits proposals and makes recommendations regarding selection of professional consulting services.
- Oversees site clearance, site remediation, site improvement, and relocation for a variety of redevelopment projects.
- Prepares, negotiates, and manages a variety of contracts involving consultative and development activities.
When Assigned to Economic Development, Public Art or Special Projects:
- Conducts research on economic trends, workforce data, development projects, and industry sectors.
- Performs a variety of tasks related to the acquisition and redevelopment of real property or disposition of City owned property.
- Manages the Brownfield Revolving Loan Fund.
- Coordinates the City’s public art program, including percent for art, developer funded art, and grant funded projects.
- Administers public art policies, ordinances and guidelines.
- Manages public art projects from concept through installation and closeout.
- Coordinates artist selection panels and public review processes.
- Maintains inventory and documentation of public art collection.
- Manages special projects from initiation to completion, ensuing alignment with organization goals and objectives.
When Assigned To Affordable Housing And Homeless Support
- Administers financial investment of federal, state or local funding in the development of affordable housing and community development.
- Develops and administers housing programs which support affordable new construction, rehabilitation of existing housing, and financial assistance to low- and moderate-income households looking to acquire a home.
- Oversees the assets of the division’s loan and grant portfolio and provides analysis and recommendations in response to requests to subordinate, refinance or restructure existing loans.
- Prepares preliminary drafts of legal documents governing financing and implementation of housing development projects, including Requests for Proposal (RFP) and Notices of Funding Availability (NOFA).
- Responds to inquiries and information requests from the public, tenant and landlords, and outside parties on issues related to housing/homeless programs, projects and activities.
- Attends all regional interagency housing and homeless coordination meetings.
- Coordinates encampment responses on public property and in the public right of way.
Any combination of education and experience as follows:
Community and Economic Development Coordinator I: Bachelor’s Degree and 1 year of experience in public policy, housing development, city planning or related field. 2 years of experience is highly desirable.
