Prince William County is seeking a dynamic leader to fill the Tax Administration Manager for Regulatory Services role.
This position will oversee operations of Taxpayer Services, with direct responsibility for Front Counters, Call Center, and Returns Processing and Data Management. The Ideal candidate will have proven work experience as a tax manager with strong leadership, systems, and personnel management skills. We are looking for someone who can evaluate circumstances, assess situations and address challenges before they become issues. The expectation of this position is to build on the successes of the current team.
About This Role:
- Provides oversight of technical and clerical staff in the maintenance of tax records, assessing and billing of taxes; ensuring compliance and sound financial maintenance of accounts are in accordance with Virginia Code. Foster a culture of collaboration, teamwork, and efficiency.
- Plans, directs, and leads staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; providing guidance; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
- Formulates general policies and procedures applicable to proper administration of local tax revenues and customer service delivery and identifies the impact of legislation on local policies and drafts summaries, accordingly, including fiscal impact statements, and evaluating and implementing standardized best practices.
- Ensure departmental compliance with all applicable laws, policies, and procedures and works closely with the County Attorney's Office on extremely complex tax accounts and preparation for testimony in court as necessary.
- Mentors and grows staff, and provides timely performance feedback, evaluations and development plans.
- Completes and meets all statutory deadlines timely and accurately.
- Improves Tax Administration customer service, audit, and analysis responsiveness.
- Manages complex computer programs and processes and makes recommendations for improvements
- Coordinate, develop, administer, update, and evaluate processes, procedures, software, systems, and standards; assists, collaborates with, advises, and/or makes recommendations to internal departments and external agencies.
Minimum Requirements:
High school diploma or G.E.D. and 4 years of management experience in Tax Administration, including tax supervisory experience working in a busy call center/front counter environment.

- Bachelor’s Degree in Public Administration, Business Administration, Finance or Accounting
- 4-5years’ experience in tax administration and/or billings and collections, to include 2-3 years utilizing complex automated systems;
- Exceptional inter-personal skills that facilitate building a solid team; excited to work together organization wide.
- Superior analytical skills.
- Aptitude to explain complex local taxation processes and/or issues to internal and external customers.
- Robust tax application software experience used to guide staff & partner with technical project management resources.
- Substantial customer service experience and orientation working in a large decentralized full-service government organization.
Special Requirements: Monday to Friday, 8:30 am to 5:00 pm, maybe required to work additional hours to meet deadlines. Must pass a criminal background check.
Work Schedule: 37.5 hours per week
Starting Salary Range: $91,162.50-$121,836.00 Annually
