Located in the heart of West Contra Costa County along the I-80 corridor, San Pablo is a vibrant, culturally diverse community of approximately 32,000 residents. In addition to a competitive salary with a budgeted 2% Cola increase effective July 1, 2026 and outstanding benefits—including a 4/10 work schedule (four-day work week with Fridays off), CalPERS pension, and comprehensive medical/dental/vision coverage—the incumbent will serve as a member of the Administrative Services Department and lead the City’s technology strategy across enterprise applications, network and systems infrastructure, cybersecurity, cloud services, telecommunications, and end-user support. Incumbents in this management-level classification will coordinate information technology activities with all City departments, manage the City’s cybersecurity posture and incident response programs, oversee vendor and contract relationships, and develop and execute strategic technology plans. The incumbent will exercise independent judgment, and a high degree of interpersonal, customer service, and public relations skills particularly when representing the City with consultants, other agencies, boards, committees, and City Council.
Duties may include, but are not limited to, the following: Develop, implement, and continuously improve citywide IT strategies, goals, policies, procedures, and work plans that advance digital services and support all City departments.
Establish and maintain IT governance frameworks, including change management, risk management, and performance metrics aligned with public-sector best practices.
Advise the Administrative Services Director, City Manager’s Office, and department heads on technology matters with significant budgetary or operational impacts; develop and execute multi-year strategic plans for technology growth, innovation, resiliency, and modernization.
Plan, organize, and direct citywide IT operations including enterprise applications, network and systems infrastructure, cloud services, cybersecurity, telecommunications, and end-user support; oversee hybrid cloud environments and associated security controls.
Direct, oversee, and participate in the development of the Division work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.
Oversee, manage, and implement the most complex technology projects; assign project-related activities to supervisory staff; manage timelines and budgets.
Manage the City’s network infrastructure including wired, wireless, and remote access environments; oversee next-generation network strategies including software-defined networking, advanced firewalls, network segmentation, and secure remote access.
Design, implement, and enforce standards and protocols for data security, information privacy, system integrity, and regulatory compliance; apply zero-trust security principles and cloud security posture management.
Develop and maintain the City’s cybersecurity incident response plan; coordinate detection, response, and recovery activities; oversee risk assessments, vulnerability management programs, and security monitoring solutions.

Lead cloud adoption, cybersecurity maturity, and digital transformation initiatives applicable to public agencies; secure buy-in and participation across departments.
Apply IT governance, performance metrics, service management practices, cybersecurity policies, industry standards, and best practices to municipal IT needs.
Organize, prioritize, and deliver concurrent IT projects on schedule and within budget, adapting to changing priorities.
On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations, and codes; observe performance and evaluate staff; problem-solve division-related issues; and explain and interpret policy.
On a continuous basis, sit at desk and in meetings for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone; write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds or less, and occasionally up to 25 pounds.
Supervise, train, mentor, and evaluate staff; gain cooperation through discussion and persuasion.
Experience and EducationAn ideal candidate must have demonstrated expertise in leading, managing, organizing, directing, and coordinating the work of staff in an IT Division, with particular strength in cybersecurity, cloud services, and strategic technology planning. The IT Manager is a leader who will work collaboratively to advance the planning, development, and administration of services at the City’s IT Division. Experience:Five years of increasingly responsible professional experience in information technology, including two years of supervisory or management responsibility
Education:The equivalent of a Bachelor’s degree from an accredited college or university with major course work in information technology, computer science, business administration, public administration, or a closely related field.
Public sector or municipal government experience is highly desirable.
License and CertificatePossession of, or ability to obtain, an appropriate, valid California driver's license.
Desirable Qualifications: Master's Degree in a related field
Professional certifications in government technology, leadership, cyber security management (e.g., CGCIO, CISM, CISSP)
Experience with enterprise resource planning (ERP) systems in a municipal environment
Experience managing cloud migrations and hybrid IT environments
Experience with cybersecurity incident response in a government setting
