JOB SUMMARY:

Assists in the operation and maintenance of the City’s activated sludge plant and lift stations. Assists in the maintenance of the City’s collection system. Assists in the operations of the vactor truck. Performs other duties as assigned.

SUPERVISION RECEIVED:

Work is performed under the general supervision of the Pump and Motor Supervisor/Wastewater Superintendent.

SUPERVISION EXERCISED:

None

PRIMARY DUTIES AND RESPONSIBILITIES:

Assists in the performance of any combination of the following tasks pertinent to controlling operations of an activated sludge plant, associated lift stations, and collections system:

Collects samples of plant influent, partially treated wastewater, sludge, effluent, and other by-products.

Operates equipment and conducts tests as directed.

Cleans, maintains, and stores instruments and equipment.

Performs custodial duties in the laboratory.

Assists the wastewater operations technician as needed.

Monitors gauges, meters, and control panels.

Observes variations in operating conditions and interprets meter and gauge readings and test results to determine processing requirements.

Operates valves and gates either manually or by remote control.

Starts and stops pumps, engines, and generators to control and adjust flow and treatment processes.

Maintains shift log and records meter and gauge readings.

Establishes and maintains job site safety including traffic control.

Performs other essential duties as required to achieve successful operations of the department.

Attendance and timeliness are essential functions of this job.

MINIMUM QUALIFICATIONS:

Required Education, Degrees, Certificates and/or Licenses:

High school diploma. Must have a valid Texas driver’s license with a driving record satisfactory to the City of Harker Heights and must be able to obtain a Texas CDL-B within one (1) year. Requires Texas “D” Wastewater license within six (6) months and Texas “C” Wastewater license within two (2) years and must be able to obtain Texas Class III Wastewater Collection license or Texas “B” Wastewater Treatment Certification within five (5) years six (6) months from date of employment.

Experience:

Two (2) years experience related to wastewater collections or wastewater treatment preferred but not required.

KNOWLEDGE:

Working knowledge of the operations and maintenance of the City’s sludge plant and lift stations is preferred.

SKILLS:

Fundamental computer skills necessary. Communicates effectively in English with the public and other City employees.

ABILITIES:

Assists in all the operations of the wastewater treatment plant, lift stations, and collection system. Prepares internal weekly and monthly reports for the plant and lift stations. Utilizes normal wastewater plant equipment, laboratory equipment, and chemical equipment. May be asked to work shift work and perform night/on-call duties on a rotating basis and be called out frequently. Must effectively and courteously communicate with the public and other employees by telephone, in writing, and in person. Reviews and maintains production or technical records. Performs all tasks necessary for the City to comply with all State and Federal wastewater regulations. Keeps management advised of potential problems at the plant that could affect operational expenses or treatment efficiency. Responsible for exercising care and compliance with standard safety measures to ensure personal safety. Must be able to exercise independent judgement with complicated choices of action in reaching conclusions and making decisions from facts, conditions, or situations that are not obvious. Must be prompt in attendance daily.

Any work related experience resulting in acceptable proficiency levels in the above required knowledge, skills and abilities is an acceptable substitute for the above specified education and experience requirements.

PHYSICAL DEMANDS:

Lifts and carries up to fifty (50) pounds; pulls, pushes, or drags up to 120 pounds of equipment or material. Works in trenches and confined spaces. Works indoors and outdoors in extreme temperatures. Some exposure to mechanical, electrical, explosive, fumes, odor, dust, chemical, and toxic waste hazards. Hears and sees clearly when working around traffic while using proper safety precautions.
