Job Summary
This position is in the Office of the Deputy Mayor for Education (DME). The incumbent is a core member of the Policy Team whose focus is on K-12 education and creating strong enabling environments to support education for all District residents. The Policy Analyst is responsible for supporting various education policy and legislation issues. The work involves planning and policy development; coordinating, tracking and priority initiatives in the area of K-12 education; and carrying out vital legislative and policy related functions.
Duties And Responsibilities
Conducts research and statistical analysis of policy issues. Presents findings and recommendations on education policy and legislation, and their effect on the mission and activities of DME. Assesses, compiles and reviews data in order to develop policies, legislation, procedures and/or systems for establishing, operating, and assessing the effectiveness of programmatic and administrative control systems. Participates in the development of alternative approaches to solving and developing strategies for database management and analytics from a broad base of professional, business, and public groups.
Analyzes and evaluates policies, plans and legislation submitted by subordinate agencies to ensure that they are consistent with priorities articulated in the policy agenda, Citywide Strategic Plan, etc.
Assists the supervisor in monitoring the status of proposals under consideration. Develops memoranda and notices to advise agency heads, and other senior executive staff of any potential impact on education policies, procedures, laws and regulations in the District of Columbia.
Performs data-gathering studies, designed and integrated, to provide an assessment of the impact of legislative or regulatory changes in education rules and regulation. Prepares written narrative, analytical reports, research work plans, memoranda, summaries and research findings; and prepares and presents PowerPoint presentations.
Builds support for Mayoral policy agenda among constituents and partner organizations. Coordinates policy development and reviews with subordinate agencies and the staff of DME to ensure that the appropriate objectives are taken into consideration.
Qualifications And Education
Applicants must have at least one (1) year of specialized experience equivalent to the CS-11 grade level in the District of Columbia government service, or equivalent public or private sector. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes a Thorough knowledge and understanding of key federal, state, and local education policy, and the interrelationships among such education policies and programs sufficient to develop information on a wide variety of subjects.
