DEFINITION
Under general supervision, performs highly skilled specialty technical work in the enforcement of a wide variety of City land use, building and zoning ordinances, codes and regulations; supervises, schedules, assigns, directs, reviews and evaluates the work of assigned code enforcement staff; provides training and guidance to assigned staff; and performs other related duties and responsibilities as required.
DISTINGUISHING CHARACTERISTICS
This is the supervisory level class within the Code Enforcement series. The Code Enforcement Supervisor oversees the work of assigned staff responsible for the enforcement of a wide variety of City land use, building and zoning ordinances, codes and regulation. The incumbent may also perform the more difficult and complex assignments that require more specialized knowledge of code enforcement practices and regulatory standards, and coordinates work with other City departments and governmental agencies to ensure the Division’s objectives are met. Duties and responsibilities are carried out with a high degree of independence within the framework of established policies, procedures and regulations.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Assistant Building Official and/or higher-level management. Exercises direct to general supervision over assigned inspection staff.

Essential duties and responsibilities may include, but are not limited to, the following:
1. Participates in establishing operational plans and initiatives to meet division goals and objectives.
2. Implements division plans, work programs, processes, procedures and policies required to achieve overall division performance results.
3. Coordinates and integrates functions and responsibilities to achieve optimal efficiency and effectiveness.
4. Selects, trains, motivates, and evaluates assigned personnel, as assigned; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
5. Provides leadership and works with staff to develop and maintain a high performance, customer service-oriented work environment that supports achieving the City’s mission, strategic goals and core values.
6. Coordinates, organizes, assigns and inspects the work of personnel engaged in the inspection and enforcement of a wide variety of City ordinances, codes and regulations pertaining to zoning, land use, signs, abandoned vehicles, street vendors, and related matters.
7. Personally, conducts the more difficult and/or complex inspections and enforcement assignments; issues citations for code violations; prepares and files complaints and appears as the City's representative and witness in the prosecution of violations.
8. Participates in the development of policies and procedures associated with the processing of code compliance cases, such as documentation, notices of violations, administrative citations, case follow-up and other similar operations covered by the division.
9. Meets and confers with other divisions, departments, and agencies regarding code enforcement issues.
10. Provides technical assistance to staff in resolving difficult problems encountered.
11. Prepares and maintains a variety of reports and records pertaining to field work performed by code personnel.
12. Assists in the preparation and monitoring of the division’s annual budget.
13. Responds to questions and complaints from the public.
14. Ensures the City's safety program and goals are implemented and carried out in the Code Compliance/Enforcement Division.
15. Resolves and investigates problems and field enforcement issues.
16. Serves as a representative of the City for neighborhood watch and other groups.
17. Represents the City in court and at administrative hearings and testifies regarding code violations.
18. Assists at the public counter as required.
19. Performs related duties and responsibilities as required.
QUALIFICATIONS
Knowledge of:
• Operations, services and activities of a municipal code enforcement program.
• Relevant laws, ordinances, and codes regulating land use, zoning, and building.
• Principles, practices and trends of land use, zoning and building code enforcement.
• Municipal organization and functions pertaining to property maintenance, zoning, land use and related issues.
• Municipal code enforcement methods, techniques and practices, individual rights and preservation of evidence.

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities to perform the essential functions is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience
A minimum of five (5) years of increasingly responsible journey level experience in the enforcement of building, zoning, land use, or related codes, preferably with at least one (1) year in a senior or lead capacity.
Training:
High School graduation or satisfactory equivalent, supplemented by college level courses or trade school in building, construction, criminal justice, or a related field.
Licenses and Certifications:
• Possession of a State of California driver’s license and proof of insurance.
• Possession of a valid PC 832 Certification.
• Possession of a valid Statewide California Association of Code Enforcement Officials (CACEO) Certified Code Officer.
• Possession of a valid Oleoresin Capsicum Spray Certification.
• Successful completion of Identification of Substandard Residences course by CACEO.
• Possession of, or ability to obtain the California Association of Code Enforcement Officers (CACEO) Advanced Level Certificate within six (6) months of appointment to the position.
• Possession of, or ability to obtain the California Association of Code Enforcement Officers (CACEO) Supervisory Module within one (1) year of appointment to the position.
Special Requirements:
Incumbents in this class are subject to emergency callback and extended shifts.

Environmental Conditions:
Employees primarily work in the field and may be exposed to hot and cold temperatures, inclement weather conditions, loud noise levels, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. The nature of the work also requires the incumbent to climb ladders, work in heavy vehicle traffic conditions, and often work with constant interruptions. Employees frequently deal with irate members of the public in interpreting and enforcing departmental policies and procedures and City codes.
