Responsible for the management and direction of the City of Denton’s environmental service operations, including but not limited to, air quality, laboratory, solid waste, stormwater, water, and wastewater regulatory compliance. Assist with development and execution of the department and citywide environmental strategic plan.
The City of Denton’s Environmental Services & Sustainability (ESS) Department is seeking a Deputy Director that is passionate about the environment and committed to solving challenges progressively. ESS has an operating budget of approximately $7M annually and just over 40 active employees. The department is tasked with directing gas well inspections, industrial pretreatment, internal compliance (e.g., asbestos, hazardous waste, etc.), landfill compliance, municipal laboratory (water and wastewater), sustainability, and watershed protection services. The ideal candidate will be a proven leader that is a forward thinker bringing a diverse environmental background coupled with direct local government experience that includes code development and financial management. ESS directly supports other City departments, including contractors, etc.; performs regulatory enforcement in assigned areas within the community, provides community outreach in assigned areas, and manages special revenue and rebates to progress sustainability efforts.

DUTIES
- Collaborate with the Environmental Services & Sustainability Director to sustain, promote, and grow departmental programs and services; assist with development and implementation of departmental goals, objectives, policies, and priorities for assigned service and/or operational area.
- Oversee the Environmental Services Division activities, including but not limited to, evaluating, and identifying opportunities for improvement, creating, coordinating, and implementing solutions, and evaluate program, project, process, system, procedure, and service offering changes to ensure continuous improvements.
- Assist with development and promotion of environmental services through public education on Environmental Services & Sustainability Department issues, initiatives, and goals; ensure quality customer service to internal and external stakeholders through monitoring, evaluating, measuring, and developing services.
- Act as department liaison to internal and external stakeholders; coordinate activities with other departments, agencies, and organizations, negotiate and resolve sensitive and controversial issues.
- Establish and monitor key performance indicators (KPIs); cascade performance measures for supervised areas to assess performance from the department to the individual level.
- Research and stay abreast of developments, amendments, and changes in regulations and laws affecting environmental health and sustainability; educate staff and make recommendations for changes to policies and procedures to ensure compliance.
- Enforce applicable City codes and ordinances; develop or modify ordinances, as needed.
- Oversee assigned projects involving litigation; serve as liaison with legal staff and appear in court, mediations, and hearings, as needed.
- Participate in a variety of boards, commissions, and committees; research, gather data, analyze, and prepare reports, graphs, charts, presentations, and other materials to effectively communicate information to internal and external stakeholders.
- Act as Environmental Services & Sustainability Director, in their absence.
SUPERVISORY/BUDGET RESPONSIBILITIES
- Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
- Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

Job Requirements
EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
- Master’s Degree from an accredited college or university in Environmental Science, Environmental Chemistry, Environmental Biology, or related field; and,
- Five (5) years’ experience in environmental services, or related field; and
- Two (2) years’ experience in management or supervisory capacity,
OR
- Bachelor’s Degree from an accredited college or university in in Environmental Science, Environmental Chemistry, Environmental Biology, or related field; and,
- Seven (7) years’ experience in environmental services, or related field; and,
- Three (3) years’ experience in management or supervisory capacity,
OR
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
REQUIRED SKILLS/ABILITIES

- Knowledge of applicable Federal, State, and Regional environmental laws, ordinances, and regulations, including water, wastewater, stormwater, and air quality.
- Knowledge of environmental regulations and policies in municipalities, including development code, code of ordinances, development review, inspection, and enforcement.
- Knowledge of Water and Wastewater laboratory standard operating practices.
- Knowledge of environmental sampling and monitoring for various environmental media (air, water, soil) including sampling design, sample collection, statistical data analyses, and interpretation of results.
- Knowledge of project management principles, including the ability to review and recommend project improvements based on scope and budget.
- Knowledge of effective research-based strategies, theories, techniques, and methodologies.
- Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions that maintain compliance.
- Skill in complex problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions.
- Skill at the intermediate level, working with applicable Microsoft Office 365 products, and other software systems to complete work.
- Skill in providing exceptional service to internal and external customers.
- Ability to communicate effectively, both in oral and written forms, for the needs of the audience.

CONDITIONS OF EMPLOYMENT
- Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
- Must pass a drug test, driver’s license check, criminal history background check and social security number verification.
- Must attend and successfully complete the City’s Defensive Driving Course (DDC) as soon as possible after employment (if required to drive City vehicle or personal vehicle for City business).

- Travel: Travels to City of Denton buildings and professional meetings as required.
- Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, holidays, and weekends, as needed. Must attend regularly scheduled and special meetings.
