Responsible for management and direction of assigned technology services operations and personnel. Assist with development and execution of the department and citywide technology strategic plan.

ESSENTIAL FUNCTIONS

DUTIES
- Collaborate with the Chief Technology Officer to sustain, promote, and grow departmental programs and services; assist with development and implementation of departmental goals, objectives, policies, and priorities for assigned service and/or operational area.
- Oversee the assigned Technology Services Division activities, including but not limited to, evaluating, and identifying opportunities for improvement, creating, coordinating, and implementing solutions, and evaluate program, project, process, system, procedure, and service offering changes to ensure continuous improvements.
- Collaborate with internal stakeholders and departments regarding information system service requests and delivery; assist in the development of long- and short-range purchase and allocation plans, including but not limited to, hardware and software upgrades, professional services, and maintenance.
- Confer with internal stakeholders to determine how City processes may be improved using automation, recommend processes to be automated, and provide a plan for implementing automated solutions.
- Establish and monitor key performance indicators (KPIs); cascade performance measures for supervised areas to assess performance from the department to the individual level.
- Research and stay abreast of industry changes and innovation impacting technology and telecommunication services; educate staff and make recommendations for changes to policies and procedures to ensure compliance.
- Oversee requests for proposals (RFPs) and contracts for computer-related services; direct the acquisition and use of hardware, software, and related-technology products to assigned departments.
- Participate in the City's interdepartmental technology governance organization; provide planning and coordination support for effective meetings.
- Participate in a variety of boards, committees, and committees with internal and external stakeholders; direct the research and analytical studies, data gathering, and reports, graphs, charts, presentations, and other materials preparation for effective communication of information to internal and external stakeholders.
- Act as Chief of Technology Services, in their absence.
SUPERVISORY/BUDGET RESPONSIBILITIES
- Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
- Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

Job Requirements
EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
- Bachelor’s Degree from an accredited college or university in Computer Science, Computer Information Systems, or related field; and,
- Eight (8) years’ experience in information technology, or related field; and,
- Four (4) years’ experience in a management or supervisory capacity,

- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

CONDITIONS OF EMPLOYMENT
- Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
- Must pass a drug test, driver’s license check, criminal history background check and social security number verification.
- Must attend and successfully complete the City’s Defensive Driving Course (DDC) as soon as possible after employment (if required to drive City vehicle or personal vehicle for City business).
- Must meet civilian hiring standards of the Denton Police Department.
Environmental Factors and Conditions/Physical Requirements
SAFETY
- Perform preventive maintenance on tools and equipment; ensure equipment is in safe operating condition.
- Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
- Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to the supervisor.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS

- Tools/Equipment Used: Standard office equipment, including computer and peripherals.
- Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
- Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
- Lifting: Lifting no more than 20 pounds and carrying up to 10 pounds.
- Environment: Works in an office setting office; occasionally requires irregular and/or prolonged hours.
- Travel: Travels to City of Denton buildings and professional meetings as required.
- Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, as needed.
