Director of Parks and Recreation Profile

The salary range for this position is: Min $123K – Max $147K annually. Actual starting salary is based on experience and salary history.
Under limited supervision, directs and oversees daily operational management of the Parks and Recreation department including special events, to include planning and organizing workflow, initiating and implementing operating policies and procedures, personnel and budget management. Ensures that the department operates efficiently and effectively, enhancing collaboration across the department, the City and the community. Works to establish an open culture built on trust and empowerment.
PrimaryDuties and Responsibilities:
- Provides leadership, management and direction for the successful operations of the Parks and Recreation Department, including special events
- Responsible for managing and maintaining park improvement projects and long-term park and facility planning. Implements recommended improvements and new programs where indicated to provide quality services that are responsive to the community's needs
- Develops strategic plans, long term goals and initiatives for sustainability of the park and recreations system
- Responsible for providing special events, and family-oriented community wide special events
- Evaluates programs for effectiveness and participation levels. Researches new events and program opportunities. Assists in the development of new programs/events and recommends program changes. Tracks services provided, monitors results and generates operational and financial reports
- Takes responsibility for sponsorships and in-kind donation solicitations for each event while cultivating ongoing relationships with donors
- Develops the annual budget; monitors budget requests, revenues, expenditures, savings and projections for the department
- Leads department’s management teams in short- and long-term strategic planning initiatives ensuring alignment with the department’s mission, programs, related goals, and objectives
- Directs and monitors work of Parks and Recreation, and Special Events staff, including full-time, part-time and seasonal
- Supervises team members including work allocation and prioritization, training, performance evaluation and management; creates and fosters a team-oriented and collaborative work environment
- Confers with City Management to keep them informed of key issues and progress toward goals and objectives, and to garner or ensure continued support and approval for the department’s strategic initiatives. Provides advice, writes reports, summaries and recommendations to City Manager and others
- Meets with civic organizations and individual citizens in order to learn the desires of the community and promote interest in recreation and public facilities to ensure citizen engagement and use of parks, trails and facilities
- Develops cooperative professional relationships with community organizations and citizen groups; participates in meetings with contractors and community groups to promote City programs, resolve community issues and coordinate maintenance and construction operations
- Responds to concerns, complaints, problems, and inquires by citizens, other departments, contractors, and consultants
- Directs the establishment, communications and implementation of policies, procedures and standards for the department
- Develops the knowledge, skills and abilities of subordinates to enhance their probability of success
- Responds to emergency callouts resulting from severe weather, major accidents or other factors; dispatches and accounts for crew activity during emergency events; performs tasks in the interest of public safety and property protection during emergencies
- Maintains the integrity, professionalism, values and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved
- Cooperates with co-workers professionally to accomplish work efficiently and effectively
- Has regular, predictable attendance; attendance is a factor in continued employment with the City
- Performs other duties as assigned or required
Education and Experience:
- Bachelor's Degree in Business Administration, Public Administration, Parks/Recreation Management, Hospitality or equivalent;
- AND five years of progressively responsible experience in a community focused service such as parks and recreation, special events, or closely related field;
- AND five years of administrative and supervisory experience;
- OR an equivalent combination of education and experience.
Required Licenses or Certifications:
- Must possess a valid Texas Driver’s License
- Certifications in parks, recreation, and/or special event industry preferred, including but not limited to:
- Certified Parks and Recreational Professional (CPRP)
- Certified Parks and Recreation Executive (CPRE)
Required Knowledge of:
- City policies and procedures
- Regulations and standards governing the maintenance of public parks and municipal facilities.
- Federal, state and City safety rules and regulations, occupational hazards and safety precautions
- Principles and practices of administrative management, including personnel rules, cost accounting, budgeting, procurement, contract management, and employee supervision
- Principles and practices of parks development and maintenance; recreational program development and administration; event planning and execution
- Project management methods and risk management
- Pertinent federal, state, and local laws, codes, and safety regulations
- Customer service standards and protocols
Required Skill in:
- Analyzing issues, evaluating alternatives, and making logical recommendations based on findings
- Using initiative and independent judgment within established procedural guidelines, while assuring compliance with Parks and Recreation and Special Events goals and objectives
- Interpreting technical instructions and analyzing complex variables
- Assessing and prioritizing multiple tasks, projects and demands
- Effectively supervising and leading staff, and delegating tasks and authority.
- Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies

Physical Demands / Work Environment:
- Work is performed in a standard office environment, and at parks and facilities throughout the City
- Exerting 25-50 lbs. occasionally, 10-25 lbs. frequently or up to 10 lbs. constantly
