The Airport System
The San Antonio Airport System (SAAS) is home to San Antonio International Airport, one of the fastest growing medium hub airports in the country, and Stinson Municipal Airport, the second oldest continuously operating airport in the United States. We are committed to generating prosperity for our region and striving to be an exceptional airport system. According to the 2024 economic impact study of the airport system, it directly or indirectly supports 55,000 jobs for the region and has a total annual impact of $7.4 billion.
The Airport System is owned by the City of San Antonio through a City Manager form of government. The Mayor and City Council of the City of San Antonio set the policies under which the Airport System operates. The Director of Airports oversees a department of 487 employees, who are empowered to perform their jobs with teamwork, integrity, professionalism, and innovation. These efforts have been recognized; the San Antonio Business Journal recognized the airport system and named it 2023 Business of the Year.
In 2023, the San Antonio International Airport experienced its busiest year with nearly 10.7 million passengers. The airport has continued to set records in 2024 and is anticipating closing out the year with more than 11 million passengers. The airport had enjoyed 15 consecutive months of record-breaking passenger growth and has continued to experience strong recovery from COVID, ranking 8th out of 33 medium hub airports for Post-COVID recovery. This growth in 2024 has been due in part to its 20% growth in international travel with service to new Mexican destinations and the launch of its first transatlantic route to Frankfurt, German. In the same year, the Airport System completed the update to the Airport Layout Plan for Stinson Municipal Airport. This update will guide the future airfield and campus development at Stinson for the next 10 years.
Strategic Development Program/Terminal Development Program
On November 18, 2021, City Council approved the Strategic Development Plan (SDP), a Master Planning process that provides a long-range study of every physical aspect of an airport to ensure it meets projected demand and serves its designated role within the national airport system.
The SDP for the San Antonio International Airport identified airfield, terminal, roadway and supporting infrastructure improvements to support the economic growth of our region. In 2022, the City launched its Terminal Development Program (TDP), which included a new terminal facility and its associated enabling projects and consulting services need to program, develop, design and construct these components. The TDP is currently the largest capital program in the City’s history. In December 2023, the City Council approved a $1 billion Construction Manager at Risk contract for the construction of an up to 17-gate concourse and apron with a Federal Inspections Station; elevated roadway; and, central utility plant enhancement. Other projects underway at the San Antonio International Airport include the construction of a ground transportation center with public parking and a ground load facility set to open in 2025.
Phenomenal Customer Experience
The Wall Street Journal has recognized San Antonio International Airport as the Best Midsize Airport over the past two years, ranking #2 in 2023 and #4 in 2022. The newspaper’s ranking was based on reliability, value, convenience, on-time flights, short waits and traveler-preferred amenities. The Airport has also received several awards from Airports Council International over the last four years. Recently implemented customer enhancements include an engaging and robust public arts program, a partnership with Aira for blind and low vision passengers, a consolidated rental car facility and short-term parking garage, a convenience store/gas station/drive-thru restaurant near the main entrance of the International Airport, and a variety of cultural arts programs and events celebrating San Antonio’s diverse and colorful culture.
Like International, Stinson Municipal Airport has enjoyed new customer enhancements including a new parking lot with landscaping and lighting and new directional and monumental signage. A hike and bike trail, which connects the historic terminal with the Mission Reach of the San Antonio Riverwalk, opened in October 2019. These enhancements, along with its popular BBQ, will help draw visitors to Stinson to take advantage of its proximity to the Missions, the only UNESCO World Heritage site in Texas and Brooks City-Base.
The Position
Under administrative direction, the Deputy Director assists in planning, organizing, developing, implementing and administering the airport operations of the San Antonio International Airport System (SAAS). They exercise broad authority for directing and coordinating the daily activities of operations, Airside, Landside, Terminal and Security Operations, as well as Customer Experience. The Deputy Director exercises direct supervision over assigned staff.
Essential Job Functions
- Plans, organizes and directs activities in airport operations, maintenance, airport safety/security, aircraft rescue and firefighting, terminal and passenger services, parking ground transportation, custodial services and general aviation and cargo operations to ensure safe, effective and efficient operations.
- Assist and work closely with HR in various personnel matters, employee recruiting, training, and hiring.
- Assists in preparing, justifying and administering the operational division's budget; monitors budget performance against projected performance to ensure that budget objectives are met; and initiates or recommends corrective action on budget variances.
- Oversees Airport System’s marketing, advertising, and communications programs as well as the customer service program at SAT.
- Implements programs and assists the Director with developing strategic initiatives to accomplish the goals of the Airport System.
- Recommends additions and changes in ordinances, regulations and policies governing the use of city-owned airports, including the protection of public safety/security and operations of the Airport System.
- Manages the organizational structure required to accomplish the Airport System mission and objectives in an effective and efficient manner.
- Directs the analysis of operations to develop plans for operational enhancements.
- Coordinates with airport tenants on operational, safety, security and maintenance matters.
- Acts for the Aviation Director in his/her absence.
- Performs related duties and fulfills responsibilities as required.
Position Qualifications
The successful candidate will have a Bachelor's Degree from an accredited college or university with emphasis in aviation management, transportation, business or public administration, finance, accounting, planning, or a in a field closely related.
Seven (7) years of increasingly responsible professional experience in airport management at a commercial service airport involving airport operations and maintenance, safety and security, or finance and administration. Three (3) years of experience must include policy planning, program development, budget preparation and administration, and contract administration at a level equivalent to an Assistant Director within SAAS.
Preferred qualifications include A.A.E. certification by the American Association of Airport Executives, IAP designation through ACI-NA.
Salary
The City of San Antonio is offering a competitive salary commensurate with experience. The anticipated hiring range is $150,000 - $220,000. The City offers generous benefits and retirement including annual and personal leave, a deferred compensation plan, relocation/moving expenses and participation in the Texas Municipal Retirement System (TMRS).
