This position is an exempt position at pay grade 317.
Attendance
Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview
The Director of Development Services will, under the direction of an Assistant City Manager, direct, lead, and manage development, plan review, zoning, permitting, and code compliance divisions for the City of Corpus Christi.
Responsibilities
- Manages the operations and activities of the department towards exceeding the City's vision, mission, and goals.
- Manages the development and implementation of departmental goals, monitors efficiency and effectiveness, and identifies opportunities for improvement in service delivery.
- Ensures appropriate service and staffing levels through divisional managers. Develops short- and long-term goals and strategies, along with key stakeholders and city leadership.
- Manages human, financial, and resources strategically. Builds and manages an effective team.
- Develops, manages and administers departmental budget and monitors for necessary adjustments.
- Makes decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.
- Reviews and approves communication, memoranda, contracts, and/or proposed council agenda items.
- Attends City Council meetings and represents the department on agenda items.
- Serves as official department representative to City leadership, elected officials, boards and committees, and other outside agencies and stakeholders.
- Attends or provides staff for board or committee meetings, stakeholder meetings and community events. Explain, justify, defend and promote department policies and programs.
- Responds to and resolve issues of importance, high complexity, and sensitive nature from internal and external sources.
- Provides subject matter expertise and support to City leadership as needed.
- Manage teams that ensure compliance with City and departmental policies and procedures, including local, state and federal regulations.
- Interprets, recommends and proposes revisions to city ordinances, when necessary for process and program improvement.
- Manages teams in emergency or non-routine situations in accordance with Essential Services Policy or other City directive.
- Other related duties as assigned.
Qualifications
- Bachelor’s Degree (BA/BS)
- Ten (10) years of related experience
- A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire.
Preferred
Certified Planner from the American Institute of Certified Planners

Basis of Rating
Applications will be reviewed as they are received. A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information and the city may also conduct additional skill assessment tests, in addition to the panel interview.

Selected applicants must be able to pass a background investigation and a pre-employment drug test.
