General Description
Manages and coordinates, with considerable independence, all activities of a particular program/project within a section or agency. Works under general supervision, independently developing work methods and sequences.
Assist Supervisor and Legislative Counsel to develop short, medium, and long run advocacy strategies and tactics to support current and projected County priorities and policies; identify and collate the specific strengths of the County's retained state and federal advocacy consulting firms to the current and projected County priorities and policies.
Analyze state and federal policy including bills, amendments, agency rulemaking and grants; draft reports and other deliverables related to state and federal legislation and advocacy that further county supported positions.
Assist Supervisor and Legislative Counsel to task each specific County retained state and federal advocacy consulting firm to support the short, medium, and long run federal advocacy strategies that have been developed; identify key public and private sector stakeholders that can positively advocate for current and projected County priorities and policies.
Assist Supervisor and Legislative Counsel to identify state and federal legislative and regulatory mechanisms that impact current and projected County priorities and policies; monitor daily state and federal level political activity as it directly relates to County priorities and policies; monitor legislation and rule making.
Communicate with the Supervisor and Legislative Counsel the occurrences and activities on the state and federal political landscapes; current priorities and policies; help clarify the County's current and projected federal advocacy policies and priorities.
Report to the Supervisor and Legislative Counsel on developing state and federal issues that require their immediate attention; directly communicates with other county agencies and offices to gather information and report on state level activity.
Monitors and maintains the social media accounts.
Subject to budgetary restrictions and supervisor approval, travel to Tallahassee and Washington DC for direct advocacy or attend a NACo or FAC conference.
Performs related work as assigned.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration or closely related field. (One year of relevant experience may be substituted for each year of required education.)
Requires two (2) years experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to the area of assignment or closely related experience.
Special Certifications and Licenses Required
Must possess and maintain a valid Florida Class E driver's license based on area of assignment.

Knowledge of the congressional and/or legislative process
Analysis of legislation and appropriations/budget
Analysis of executive rule-making
Ability to monitor amendments in realtime
Experience with legislative tracking software
Strong writing skills

Develops personnel cap based on recommended budget for approval by the Board; implements all position additions, deletions, changes, reorganizations and transfers approved in the adopted budget.
Reviews position changes and transfers requested by other County agencies prior to implementing change to ensure compliance with adopted personnel cap; incorporates changes to the cap approved by the Board throughout the year.
May perform quality control checks on operating and budget documents to ensure accuracy, creates and modifies PowerPoint presentations for agency communication, creates core budget development support documents.
Monitors and supervises maintenance of project records and documentation.
Acts as administrative liaison among various County operational and administrative functions related to assigned programs and projects.
Conducts special studies in conjunction with a project, analyzes data, and makes recommendations based upon studies.
Creates and maintains performance/production reports (spreadsheets). This includes monthly productivity reports which provide monthly statistics for transactions processed and revenue generated.
Communicates key procedural changes to staff and management.
Performs related work as assigned.
