Performs professional activities coordinating the city’s Social Service and Transportation Programs. Work involves communicating and coordinating available services and programs, assessing needs and eligibility for special programs, and ensuring compliance with all applicable policies, procedures, and regulations.
Position typically supervises employees and schedules day-to-day work activities to provide optimum efficiency and productivity. Position requires a general understanding of the assigned function or business area. Reports to the Recreation Manager or designee.

Supervises the operations of the city’s supportive services and community programs; identifies community resources and service needs; assists with the development, promotion, and implementation of new programs.
Supervises and oversees client intake, needs assessment, and follow-up recommendations; conducts field visits to evaluate citizens reported to be experiencing self-care, health, and financial issues, or childcare concerns.
Evaluates cases, identifies needs and determines target services; provides referrals to and/or assists clients with contacting appropriate public, private, or agency care providers.
Ensures provision of external service to clients and maintains records of client information and services provided.
Supervises and trains transportation drivers; plans and schedules transportation routes; develops and maintains preventative maintenance schedules and repairs for vehicles.
Serves as liaison to the Broward County Transit Interlocal Agreement Community Bus Program; prepares all documents, materials, and reports per agreement requirements and prepares the same for required annual audit; attends required training for Broward County Transit.
Administers and coordinates the department’s volunteer program; recruits, selects, trains, and evaluates volunteers; ensures compliance with all regulations.
Serves as the city liaison with regional social service agencies; attends meetings as scheduled; identifies and establishes successful relationships with funding sources for social service programs; provides counseling and crisis intervention as necessary.
Oversees the city’s Hurricane Registry, working with Homeowners Associations for the coordination of services as necessary.
Reviews, responds to, and resolves inquiries, concerns, and complaints regarding a variety of topics and issues.
Receives, prepares, reviews, and/or submits a variety of forms, documents, records, and reports including but not limited to, transportation schedules, daily activity logs, vehicle maintenance reports and financial documents, monthly cost analyses, case files, and media releases.
Adheres to all city and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.
Maintains quality communication and interaction with all city personnel, representatives from external organizations, and the public to maintain good will toward the city and to project a positive city image.

Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the city’s obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event.

Supervisory Responsibilities
Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems.
Assesses and monitors workload; identifies opportunities for improvement and implements changes.
Selects, trains, motivates, and evaluates staff; provides or coordinates staff training; works with staff to correct deficiencies; makes recommendations regarding discipline and termination.
Pay and Bargaining Status
This is an exempt position pursuant to the Fair Labor Standards Act based on the executive, professional and administrative exemptions and is paid by salary, issued bi-weekly. This position is excluded from the collective bargaining agreements between the City of Tamarac and the Federation of Public Employees and between the City of Tamarac and the Local 3080, Metro-Broward Professional Fire Fighters, IAFF.
Bachelor’s degree in social work, psychology, human services, or related field required; supplemented by two (2) years of directly related experience in a health and human services program; or an equivalent combination of education, certification, training and/or experience.
Required Certifications and Licenses
Must possess and maintain a valid State of Florida Driver License and the ability to travel independently from one city location to another or to offsite locations.
National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.
PREFERRED QUALIFICATIONS
Master’s degree in a health and human services field and one (1) year of directly related experience in a governmental agency.
