This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason. - Oversees assigned Innovation staff and cross-department project teams in comprehensive budget reviews, organizational structure reviews, process improvement, and similar analytical work.
- Assistsin the development and review of work plans, staffing levels, communication materials, and office operations.
- Recommends management strategies and departmental turnaround plans. Inspects business processes and service delivery methods to identify efficiencies and reduce cost.
- Conducts analytical research and presents implementation alternatives on various public administration functions and service delivery activities.
- Evaluates staffing to ensure the efficient and effective utilization of human resources.
- Presents organizational improvement recommendations to departments, the City Manager's Office, and outside agencies.
- Proposes organizational configurations to meet the business strategic goals of the City.
- Maintains contacts with other organizations and consultants to obtain and exchange organizational and human resources information.
- Develops Citywide organizational relationships and functional responsibilities adapting the organization to fit current and future conditions and demands for municipal services.
- Plans, directs, and evaluates the work of assigned staff. Assists in selecting, motivating, and evaluating department staff; provides or coordinates training and works with employees to correct deficiencies; assists in implementing and administering disciplinary procedures, as necessary.
- Assists in planning, directing, and coordinating, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures.
- Assists in responding to and resolving sensitive inquiries and complaints from both internal and external sources.
- Performs related duties and fulfills responsibilities as required.
- Bachelor's degree from an accredited college or university with a concentration in Business Administration, Public Administration, Information Science, Finance, or a related field.
- Four (4) years of professional experience in organizational performance review, human resources planning, budget, or finance, preferably in municipal government.
- Valid Class "C" Texas Driver's License.
Preferred Qualifications- Master's Degree from an accredited college or university with preferable coursework in Public Administration, Business Administration, or a related field.
- Experience in budget, finance, and cost savings.
