JOB SUMMARY
The purpose of the class is to assist the Chief Financial Officer and Director of Business Services in Developing the County’s annual operating and capital budget for submission to the County Administrator and ultimately County Council. Monitors the administration of the annual budget and works with the Financial Services Division and affected functions to resolve budgetary issues. Monitors capital projects managed by the Capital Projects Manager to resolve project funding issues.

Prepares baseline expenditure budgets to determine County’s financial position.
Develops budget forms and processes for use in annual budget and project appropriations.
Reviews budget request and evaluates merits. Briefs Director of Business Services and Chief Financial Officer on budget requests and provides recommendations on funding plans.
Prepares documents to support the County Administrator’s budget request to County Council including but not limited to; schedules, narratives, memoranda, and ordinances.
Prepares annual budget document for public distribution. Submits budget document to Government Finance Officer’s Association’s Distinguished Budget Presentation Award program.
Enters budget into financial system and supports Director of Business Services in ensuring all budget entries are correct.
Reviews all requests for supplemental appropriations that occur during the year.
Monitors and prepares budget transfers for all vehicle and property insurance claims.
Monitors administration operating and capital budgets once approved by County Council. Works with Financial Services Division and operating departments to resolve budgetary issues that arise over the course of the year.
Continuously develops and maintains the County’s financial forecasting module to provide informative reports for decision-making purposes. Provides periodic year-end estimates to the Director of Business Services and Chief Financial Officer.
Coordinates capital projects managed by the Capital Project Manager to resolve project management issues that may arise during the year.
Provides long-term forecasting and assists in modeling the impact of debt issuances.
Prepares and maintains statistical information for the County.
Prepares and/or assist in preparing a variety of studies, reports and related information for decision making purposes; prepares and/or assists in preparing periodic and special financial reports as required by the County and other agencies.
Assists in coordinating department activities and functions with those of other County departments, divisions, municipalities, outside agencies and professionals as appropriate.
Coordinates with County departments to maintain 5-year Capital Replacement Plans for vehicles and heavy equipment as well as other County assets.
Develops the annual Capital Improvement Plan as part of the annual budget process for recommendations to Administration and adoption by County Council.
Supervises and evaluates the performance of the Budget Analyst; supervisory duties include instructing, planning and assigning work, reviewing work, maintaining standards and coordinating activities to ensure primary functions are completed accurately and in a timely manner. Reviews work for completeness and accuracy; evaluates and makes recommendations as appropriate.
Attends various staff and committee meetings as required.
Receives and responds to inquiries, concerns, complaints, and requests for assistance from County personnel, Elected and Appointed Officials and citizens regarding areas of responsibility.
Performs general administrative/ clerical work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, copying and filing document, answering the telephone, etc.
Attends trainings, meetings, workshops, conferences, etc., as necessary to maintain job knowledge and skills.
Performs other related job duties as assigned. QUALIFICATIONS
Requires bachelor’s degree in Account, Finance, Business Administration, Public Administration or related field. Master’s degree in Accounting, Finance, Business Administration, Public Administration, or related field is preferred.
Requires at least four (4) years of related work experience.
Special Qualifications:
Certified Government Finance Officer (CGFO) required
