Burien is seeking an experienced, team-oriented Building Official to contribute to a growing community of 52,000 people in the beautiful Puget Sound region. The Building Official will provide leadership to the work of Burien's Community Development department by working to improve our customer service, permitting systems, and inspection services. As Building Official, you will work with diverse community members on a range of development projects. You will lead a team of experienced professionals, and work across departments and agencies to promote the construction of safe, sustainable, affordable, and resilient structures as our city grows.

General Position Summary
The Building Official manages the City's Building Division team and is a member of the department's leadership team performing a variety of routine and complex administrative, management, and technical functions. This role ensures the consistent interpretation and implementation of adopted building codes while supervising a high performing team of building and electrical review and inspectors, permit technicians, and code compliance inspectors.
Essential Functions
- Actively engage in process improvement efforts including implementation.
- Conduct plan reviews and inspections as needed.
- Develop and maintain records, statistics, and reports on construction activity.
- Develop and implement departmental and division goals, policies, and procedures; evaluate work methods for improved performance.
- Establish positive working relationships with community organizations, state/local governmental agencies and associations, internal staff, and the public. Resolve internal and external conflicts.
- Maintain computerized database and permit tracking system (CityView); act as liaison with the E-Gov Alliance and MyBuildingPermit.com.
- Manage and mentor staff, fostering an engaging, supportive work environment. Create and maintain training schedule for staff.
- Manage the oversee the activities of the Building Division, ensuring uniform enforcement of codes and regulations.
- Manage and oversee the Code Compliance and Rental Housing Compliance Programs.
- Manage and oversee Permit Technicians in processing and issuing permits.
- Model and promote the identified vision, values, and behaviors of the Building Division and the City of Burien.
- Monitor and manage consultant contracts and purchasing for the division. Interpret and use financial data to make informed business decisions.
- Oversee and participate in the development of the Department's annual budget. Administer the Divisions annual budget, monitor expenditures and resolve budget issues.
- Participate in City's Emergency Operations Center as needed.
- Prepare for code adoption proceedings and recommend revisions of existing codes and ordinances as needed.
- Prepare and coordinate reports and presentations on current building issues for City Council, Board and Commissions, community groups and regulatory agencies.
- Provide technical advice and present fee updates for the Division to City Council. Community and industry groups. Manage code updates and amendments to City codes and ordinances.
- Stay informed on industry trends, legislation, and best practices to recommend policy and process adjustments.
Secondary Functions
- Oversee the issuance of business licenses.
- Special project assignments as assigned.
- Other duties as assigned.
Education And/or Experience
Bachelor's degree in architecture, Engineering, Construction Management of related field seven (7) years of experience in technical review, permit coordination, code enforcement of construction inspection or administration. Five (5) years of supervisory or management level experience overseeing a department division, or section. Additional education and experience which clearly indicates the ability to perform the essential functions of the position may be substituted for any of the above.
Special Requirements
- Ability to speak a second language is strongly desired, but not required.
- Certification by the International Code Council as a Combination Inspector, Plans Examiner or Building Official.
- Possession of or ability to obtain I.C.C. Building Official Certification or must obtain within one year of employment.
- Successful completion of pre-employment background and reference check.
- Valid Washington State driver's license with satisfactory driving record.
