Job Summary
The Assistant Director of Public Works is a senior-level classification that performs difficult analytical assignments, conducts complex studies, and is assigned professional level projects to research, analyze, manage, and make appropriate recommendations to decision-making authorities such as the City Manager, the department Director, and the City Council.

- Provides leadership, direction, and guidance in programs and issues; coordinates the Department/Division's projects with state, Federal and regional agencies; assures effective communication of issues and strategies; anticipates problems and pursues solutions.
- Directs daily operations of the Department/Division, oversees the activities of the assigned Division; manages, allocates, and coordinates numerous internal and external resources; evaluates and analyzes issues, and recommends and implements solutions to accomplish goals and improve operations.
- Oversees and/or reviews documents to ensure the matters of importance to the City are addressed.
- Supervises and coordinates projects; provides professional services to achieve structured and organized growth and development in the City in compliance with all regulatory requirements; assures project plans, policies and procedures are in compliance with local, state and Federal codes and regulations.
- Develops, evaluates and implements Division goals, objectives, policies and procedures; assures Division's plans and activities are in compliance with all laws, policies, regulations, timelines and goals; reviews project work papers, and approves project plans and procedures.
- Assures the integrity of the Division's work products, processes and procedures; monitors technical documents for accuracy, completeness, and compliance with Federal, state, and City policies and practices; reviews and prepares status reports, and recommends appropriate actions.
- Participates in meetings with government officials and community groups; provides information to the appropriate Commission, City Manager, City Council and other City departments as needed; coordinates with various regional government organizations, community groups, and state and Federal agencies; attends public meetings and presents information.
- Collaborates and works cooperatively with all Departments to plan and delivery of service within the allocated resources.
- Supervises the daily activities of assigned staff; plans, prioritizes and assigns tasks and projects; trains and coaches staff; monitors work, develops staff skills, and evaluates performance; assures the quality of services provided.
- Assures a productive, efficient and technically competent work environment; assures effective communications with other City departments and outside agencies; sets program and project priorities and assures project deadlines and performance standards are met.
- Reviews and approves technical documents, contracts, agreements, plans and reports of Division's activities; manages the collection, analysis and reporting of administrative and operational data; prepares and administers budgets, and monitors and authorizes expenditures.
- Directs the activities of the Division managers and staff; plans, prioritizes and assigns tasks and projects; monitors work, develops staff skills, and evaluates performance; meets regularly with staff to discuss and resolve workload and technical issues; develops goals and priorities.
- Coordinates meetings with regional agencies, and business and community groups. Maintains the absolute confidentiality of all records and information.
- May assume responsibility for administration of Department in absence of the Director.
- Provides supervision, direction, coordination, and training for the professional, technical, and clerical staff.
- Assigns work related to staff based on their abilities.
- Manages and tracks the work load for the division; prepares complex analysis and reports.
- Monitors consultants and contractors to ensure project completion within estimated costs and time schedules and with acceptable technical quality; monitors federal and state legislation and develops advocacy positions related to economic and community development issues; makes recommendations on the City's long-range economic plans, as required.
- Represents assigned functions with City staff and other governmental agencies as delegated.
- Performs other duties as assigned.
Education
Any combination of education, professional training and extensive experience that would provide the required knowledge, skills, and abilities is qualifying for this position. A typical way to obtain the required qualifications would be the equivalent of a Bachelor's degree from accredited four (4) year college or university in Civil Engineering is required for this position.
Experience
At least five (5) years of increasingly responsible experience in a municipal agency in California. This position requires three (3) years of experience in a supervisory, managerial, or administrative position working for a municipal agency.
Experience working within a multi-disciplinary team.

Licenses And Certifications
- Registration as a Professional Civil Engineer in the State of California is required.
- Possession of, or ability to obtain, a valid California Driver's License by time of appointment.

- Mentor and provide clear guidance to the division staff.
- Write clear and concise staff reports, correspondence, and other related writing assignments.

- Determine the availability and magnitude of public financing.
- Direct the preparation of complex financial statements and reports.
- Function as a project manager on major development projects.
- Research, collect, and analyze information related to the functions of the City.
- Interpret, explain, apply, and enforce a variety of laws, regulations, and guidelines.
- Effectively represent the Department's functions of the City to the general public, organizations, and other city, county, state, and federal government agencies.
- Effectively maintain a working relationship with other City's divisions and departments.
- Evaluate staff performance and provide positive and corrective guidance when necessary.
- Handle personnel issues in a professional and timely manner.
- Assist with the preparation and administration of division's budget.
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
