Under direction of the Director of Community Development, manages, oversees, organizes and coordinates residential and commercial compliance with Cerritos Municipal Code, City’s General Plan and the Development Code; coordinates the Property Preservation Commission meetings, receives and coordinates investigation of complaints regarding zoning, housing law violations, business licensing, occupancy, land use and public nuisances; oversees and facilitates enforcement action; prepares and maintains notices, letters, records, documents, and reports of violations, resolutions, and compliance regulations; performs related work as required.
Examples of Duties
- Manages, plans, coordinates, directs, and reviews the activities, tasks and assignments of staff conducting inspections and enforcing City Codes and Ordinances for the City of Cerritos.
- Provides technical code enforcement interpretations and advice to other City staff; responds to inquiries from property owners, contractors, business owners, and citizens groups; makes notifications of corrective actions required.
- Provides developmental opportunities and training to staff; counsels staff as needed.
- Personally responds to the more complex or sensitive complaints or inquiries; conducts inspections, develops recommendations, and takes enforcement actions as needed.
- Researches, develops, and implements new programs for Code Enforcement staff.
- Develops, recommends, and implements Code Enforcement policy and procedures, including citation and prosecution processes.
- Recommends and develops revisions for Municipal Codes.
- Educates and confers with members of the public, developers, contractors, attorneys, homeowner associations, property managers, citizen groups, outside agencies, and City staff regarding the interpretation of codes and to resolve problems.
- Attends and participates in a variety of meetings including community, commission, and City Council meetings and hearings.
- Acts as lead for multi-agency investigation of complaints.
- Maintains up-to-date knowledge of Code Enforcement disciplines, policies, safety techniques and methods, codes, standards and regulations, applicable laws, and City goals, practices and policies.
- Supervises and oversees preparation of Code Enforcement cases for legal action; provides testimony for administrative hearings, City Council, Property Preservation Commission, or Planning Commission hearings, and court proceedings.
- Researches property records and history information to resolve issues and complaints.
- Creates and proposes innovative approaches that encourage property owners, managers and tenants to better maintain and/or upgrade their properties.
- Drafts and develops written correspondence, reports, and public education materials; posts legal notices on property and may physically remove illegal signs.
- Prepares written reports and data on operations and activities of the Code Enforcement division; writes correspondence, case histories, statements, and documentary evidence of problems and complaints.
- Serves as member of City's Emergency Operations Center; provides information, guidance and resolutions provided by Property Preservation Commission, fines, and/or court action.
- Provides information to the public regarding zoning, land use laws, and property maintenance.
- Prepares and presents cases to the City’s Property Preservation Commission.
- Coordinates enforcement activities with other government agencies and City departments.

Minimum Qualifications: Education and Experience
- Education: Bachelor’s degree in code enforcement, public safety, or related field.
- Experience: Four (4) years of experience in code inspection/enforcement, building inspection, or other inspection role, including at least two years supervisory experience, supplemented by training in building codes, organizational planning, supervision, or management.

- Work is performed in office and at business and commercial investigation sites.
- Possible exposure to the elements and the incumbent may be exposed to heat and cold.

- Climbing ladders, inclines, or step stools
- Grasping, pushing, pulling, dragging, and carrying boxes of records and other items weighing up to 25 pounds.
- Drives a vehicle and may occasionally be exposed to grease/oil, fumes, solvents or chemicals, dust, electrical and mechanical hazards, and vehicular traffic.
- Mobility, vision, hearing, and dexterity levels appropriate to the duties to be performed.
Required Licenses And Certificates
- Possess a valid California class “C” driver’s license.
- Accreditation from a professional code enforcement organization such as SCACEO or AACE within the probationary period.
- Current P.C. 832 POST Certificate within the probationary period.
ANNUAL VACATION – After 6 months of continuous services, each employee is eligible for a vacation of 6 days. After five years of continuous services and employee is eligible for a vacation of 17 days, with an annual accrual up to a maximum of 22 days.
HOLIDAYS – The City of Cerritos recognizes 11 holidays, plus one floating holiday designated by the employee.
SICK LEAVE – The City provides all paid sick leave. Sick leave with pay for all non-exempt employee shall accrue at the rate of one working day for each full calendar month of the employee's service and any such leave may accrue without limit. At termination, the City will compensate the employee leaving City service for one-half of all accrued sick leave earned.
HEALTH PLANS – All employees and their dependents are provided with a contribution to a comprehensive group health plan. The City will contribute monthly to active employees the cost of PERS Platinum family coverage which can be applied towards any PERS insurance plan.
DENTAL and VISION PLAN – All employees and their dependents are covered through Delta Dental and Vision Services Program (VSP).
RETIREMENT – Retirement benefits are under the provisions of the California Public Employees' Retirement System (PERS). The City does not participate in Social Security. Your PERS benefit may affect your Social Security benefit. For more information please refer to Social Security publications. All employees are subject to the mandatory 1.45% Medicare contribution.
TRAINING AND EDUCATION REIMBURSEMENT – Participation in the City's Educational Reimbursement Program is available to all non-probationary City employees who wish to undertake independent studies to improve their job skills. The City provides $3,500 per year for tuition reimbursement.
LONG-TERM DISABILITY – Employees are provided benefits under a Long-Term Disability Plan after the expiration of an appropriate waiting period.
SHORT-TERM DISABILITY – Employees may purchase benefits under a Short-Term Disability Plan after the expiration of an appropriate waiting period.
CREDIT UNION – Membership with F&A Federal Credit Union is available to all employees.
LIFE INSURANCE – All employees are covered by a term life insurance policy.
NO-SMOKING POLICY – A no-smoking policy has been adopted in all City facilities to promote a health-based, smokeless workplace as part of the City's commitment to a pollution-free environment.
DEFERRED COMPENSATION – The City offers a voluntary 457 Deferred Compensation Plan for an additional tax-deferred savings option incentive as an additional benefit provided and/or available to employees.

ALTERNATE WORK SCHEDULE – The City of Cerritos is currently negotiating a 9/80 an optional alternate work schedule for certain positions.
CRIMINAL BACKGROUND CHECK – Applicants will be required as a prerequisite to employment to successfully pass a criminal background check in accordance with City policy, which may include live scan and other job-related criminal background investigation. The cost of the criminal background check will be paid by the City.
PHYSICAL EXAMINATION – Applicants will be required as a prerequisite to employment to successfully pass a physical and drug screening examination, the cost of which will be paid by the City.
