Description
Reviews plans and inspects residential and commercial structures that are in the process of construction, alteration, or repair for compliance with applicable code requirements, application of safe construction practices and other regulations or ordinances relating to the safety, health, and welfare of the public. Enforces Structural Code & if certified mechanical code and or plumbing codes. Calculates and collects fees and issues permits.
Examples of Duties
(An employee in this classification may perform any of the following duties; however, these examples do not include all the specific tasks that an employee may be expected to perform)
- Contributes to a positive work environment.
- Maintains a positive relationship with contacts specific to them and positions outside the City organization.
- Conducts field inspections of all new construction, repairs, and remodeling, for code compliance of plans that have been submitted, examined, and approved.
- Based on certification, checks building plans, including one-and-two-family dwellings and commercial buildings for compliance with State of Oregon building, mechanical, fire and life safety, and plumbing codes. Approves materials, appliances, and methods of construction.
- Calculates, issues, and collects permit fees.
- Updates code books and reference materials with State of Oregon building codes.
- Answers telephone and counter inquiries regarding building codes and regulations; and City Codes.
- Maintains and archives Building records.
- Must remain knowledgeable of current, applicable codes and ordinances.
Qualifications
- Graduation from high school or equivalent GED Certification and a minimum of five (5) years experience in a related field, or two (2) years of college level education in building inspection technology; and/or a minimum of three (3) years combination of experience and training in inspection.
- Any satisfactory combination of education, experience, and training which ensures the ability to perform the work and which meet certification levels, as determined by the hiring authority, may substitute for the above.
Skills and Certifications:
- Must have skills in communicating effectively in a variety of stressful enforcement situations with the general public, developers, contractors, engineers and architects.
- Specialized skills required, include mechanical skills, skill in reading and interpreting blueprints, plans, specifications, maps, and drawings. Desirable to have knowledge of building enforcement administration and local zoning codes.
- Proficient in Microsoft Office. Prior experience in Acella desirable; must be proficient within one year. Will be required to proficiently use computer, smart phone, tablet, and other technological tools in the field and in the office.
- Certification levels may vary, based upon needs of the City. Requires minimum of: Oregon Inspectors Certification, State of Oregon Certification as an “A” Level Plumbing Inspector and 1 & 2 Family Plumbing certification -OR- State of Oregon Inspectors Certification, “A” level certification in Structural, Mechanical, Commercial Plans Certification as 1 & 2 Family Structural and Mechanical inspector and 1 & 2 Family Plans Examiner.
- Must have a valid driver's license at time of appointment.
- All certifications must be current and must be issued by the State of Oregon

Supervision
Received: Receives moderate supervision from Building Official. Building Official outlines and reviews work for effectiveness, results obtained, and conformance with applicable codes.
Exercised: This position does not provide supervision to other staff members.
Communication
Position requires frequent communication with City residents, contractors, other departments within the City and other professional service firms. Must provide excellent customer service both within organization and throughout the City.
Cognitive Functions
- Work is governed extensively by the State of Oregon and local codes.
- Submits a code change application, when necessary.
- Errors made in the normal course of work could result in major consequences including personal injury, property damage, lawsuit or unnecessary cost to contractor or homeowner due to structural failure.
- Precedent is available for most problems encountered through past experience of other professionals, library of code books, informational literature and manuals.
- Most tasks are well defined and recurring, although they may require the development of new methods within the context of codes. Decisions most often made in the course of work include the interpretation of codes as they relate to the methods and materials being used by the contractor.
Working Conditions:
- Work is performed with a moderate degree of temperature extremes, dirty or otherwise disagreeable conditions. Employee may be exposed to physical risk from construction site equipment and construction in progress.
- Travel is required to inspection sites.
- Work is performed in an office setting. Employee is frequently required to stand at a counter to assist customers.
- Has regular business hours.
Resource Accountability:
- Is responsible for the safe operation and maintenance of a City vehicle.
- Maintains accurate records of inspections, files and permits.

Retirement. The city is a member of the Oregon Public Employees Retirement System (PERS) and may contribute 6% gross pay on behalf of employee each payroll period. The city also offers a deferred compensation plan.

Educational Assistance. Up to $500.00 reimbursement per employee per fiscal year for tuition and books related to current job description of employee.
