Position: ASSISTANT DIRECTOR, CONTRACT MANAGEMENT (DIVISION DIRECTOR II)
Salary Range: $93,974 Annually, negotiable depending on qualifications
Department: Financial Management and Budget/Contract Development and Control
Location: 301 N. Olive Avenue, WPB
Hours: 8:00 A.M. to 5:00 P.M., Monday - Friday
Other: Valid Florida Driver’s License and PBC Risk Management Department driving history approval prior to appointment.
THIS IS AN AT-WILL POSITION.
Palm Beach County’s Office of Financial Management and Budget seeks an experienced and analytical professional to help lead our Contract Development and Control (CDC) Division. This position reports to the Director, Contract Development and Control.
CDC serves as the clearing house for reviewing all formal written contracts for compliance with County policies. Standardized contracts are developed by our Division to facilitate the initiation, completion, and approval processes.
The primary services provided by the Division to our clients throughout the County include the following:
· Reviewing contracts, agenda items, and Requests for Proposals (RFPs).
· Maintaining a database register for tracking, updating, and monitoring ad valorem-funded contracts.
· Providing reports on a monthly basis to the Board of County Commissioners (BCC) and the Palm Beach County Clerk’s office regarding contract change activity for design and construction contracts.
· Drafting/reviewing County-wide policies and procedures pertaining to contracts.
· Serving as a voting member on numerous County-wide selection committees.
· Making site visits to County departments to determine compliance with policies in relation to the terms and conditions of contracts.
· Participating in contract negotiations by assisting with drafting and developing contracts.
· Providing contract workshops to County staff.
PRIMARY RESPONSIBILITIES
The Assistant Director serves as a key contributor and decision-maker in supporting the Division’s objectives. Responsibilities of this position include the following:
Administrative and Operational Oversight
- Assigns priorities to subordinates, reviews their work, develops negotiation strategies, and establishes guidelines for personnel training, evaluation, and supervision.
- Supervises and directs subordinate personnel to ensure effective achievement of contract management goals.
- Ensures compliance with legal guidelines, contracting principles, and cost-effective constraints.
- Coordinates contract, grant, and BCC Agenda Item activities with representatives from other divisions, departments, and agencies.
Contract Policy, Review, and Compliance
- Develops and updates policies and procedures manuals, and other operational tools to support contract review, negotiation, monitoring, and enforcement activities.
- Reviews, interprets, and analyzes contract terms, conditions, and supporting documents to ensure legal sufficiency, fiscal responsibility, and alignment with departmental objectives.
QUALIFICATIONS
This position requires qualified applicants to possess one of the following:
· A Master’s Degree in Law, Finance, Business/Public Administration, or closely related field, and a minimum of three (3) years of experience in contract management or procurement which includes two (2) years of responsible management or supervisory experience, or
· A Bachelor's Degree in Law, Finance, Business/Public Administration, or closely related field, and a minimum of five (5) years of experience in contract management or procurement which includes two (2) years of responsible management or supervisory experience, or
· An unrelated Bachelor's Degree and a minimum of seven (7) years of experience in contract management or procurement which includes two (2) years of responsible management or supervisory experience, or
· An Associate’s Degree in Law, Finance, Business/Public Administration, or closely related field, and a minimum of seven (7) years of experience in contract management or procurement which includes two (2) years of responsible management or supervisory experience, or
· Graduation from high school or an equivalent recognized certification and nine (9) years of experience in contract management or procurement which includes two (2) years of responsible management or supervisory experience.
Highly qualified candidates will also possess a Juris Doctor Degree from an accredited law school and have experience in government contracts and government law.
