Description
The Grants Development and Oversight Manager is responsible for supervising countywide post-award grant oversight, fiscal monitoring, and compliance activities. This position provides leadership and quality control for grant administration processes to ensure compliance with federal, state, and local grant requirements. This position does not identify funding opportunities or write grant applications. Instead, the position oversees grant monitoring functions performed by the Grants Development and Oversight Department and serves as a key liaison for grant-related audits, including SEFSA reporting.
An hourly salary range of $41.97 - $48.78 is anticipated for this position.
Examples of Duties

Supervision and Department Operations
- Supervise three Grant Coordinators and one Accounting Technician. - Assign, review, and oversee staff work to ensure timely and accurate grant monitoring, reconciliations, and approvals. - Conduct performance evaluations and support professional development. - Establish workflows and internal controls for grant oversight activities.
Grant Fiscal Oversight and Compliance
- Oversee post-award financial monitoring for all active grants. - Ensure expenditures are reviewed and approved for compliance. - Ensure documentation is complete, allowable, and properly maintained. - Confirm grant expenditures are reconciled to the general ledger.
SEFSA and Audit Coordination
- Oversee grants included in SEFSA. - Assist with preparation for audits and respond to auditor inquiries. - Serve as a primary point of contact for auditors regarding grants.
Minimum Qualifications
- Bachelor’s degree in public administration, finance, accounting, nonprofit management, or a related field required.
- Two years of grant oversight experience.
- Three years of direct supervisory experience including responsibility for staff oversight and performance management.
Preferred Qualification
- Master’s degree preferred.
- Completion of DOJ Financial Management Training required or ability to obtain upon hire.
