THE POSITION
Animal Control Officers perform routine and complex public safety work in the enforcement of animal control, such as dead animal pickup and investigations related; impound animals and transfer to a vet or shelter; respond to animal cruelty reports; patrol parks, respond to dispatch, answer phones, and emails, and enforce licensing ordinances. Time is split between 80% field work among the elements and 20% office work. Employees in this class report to the Animal Control Supervisor; no supervision is exercised. Employees in this classification may be assigned a 4/10 Monday–Thursday schedule during training. Upon completion of training, they may transition to a 5/8, 9/80, or 4/10 schedule that includes coverage on Friday, Saturday, and Sunday, based on the operational needs of the department. This classification may be required to work evenings, weekends, and/or holidays.

EDUCATION AND EXPERIENCE- Graduation from High School or GED is required.
- Supplemental coursework in animal control or husbandry is highly desirable.
- 6 months of experience working with animals in a professional environment is highly desired.
- Possession of a POST certification in P.C. 832 (Powers of Arrest) is highly desirable.
- Animal Control Academy Certification is highly desirable.
KNOWLEDGE, SKILLS, AND ABILITIES- Knowledge of physical and behavioral characteristics of common breeds of dogs and cats and their care and feeding; common disease symptoms in domestic animals; methods and techniques of animal euthanasia, animal licensing and regulatory ordinances; public relation techniques; immobilization of animals, tranquilizing techniques; various equipment used in animal control such as "come along pole," long-range projector rifle or short-range projector pistol. Some knowledge of law enforcement principles, procedures, techniques, and equipment; working knowledge of animal restraint and care techniques.
- Skill and ability to safely and effectively use the following tools and equipment: Patrol vehicle, animal capture equipment, police radio, cell phone, first aid equipment, and personal computer using basic word processing, spreadsheet, and database programs.
- Ability to: learn the applicable laws, ordinances, and department rules and regulations; communicate effectively orally and in writing; establish and maintain effective working relationships; exercise sound judgment in evaluating situations and in making decisions; follow verbal and written instructions; learn the City's geography; recognize normal and abnormal animal behavior; care for and safely handle domestic animals; operate two-way radios.
LICENSE AND CERTIFICATIONS- A valid CA Class C driver's license is required at the time of appointment and as a condition of continued employment.
PHYSICAL EFFORTSWhile performing the duties of this job, the employee is frequently required to sit, talk, and hear. The employee is occasionally required to stand; use hands to handle, or feel objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, crawl, and smell. This position may require occasional heavy lifting and/or moving more than 50 pounds and some running. Specific vision abilities required by this job include close vision, distance vision, color vision, and peripheral vision, and the ability to adjust focus.WORK ENVIRONMENTWhile performing the duties of this job, the employee routinely works in outside weather conditions. The employee occasionally works near moving mechanical parts, in high, precarious places and is occasionally exposed to wet and/or humid conditions. The noise level in the work environment is usually moderate.
