Under general supervision, performs a variety of technical duties in support of the City’s local code enforcement program, and County and State agency regulations as needed ; monitors and enforces a variety of applicable ordinances, codes, and regulations related to zoning, land use, nuisance abatement, building and engineering codes, health and safety codes, and other matters of public concern; and serves as a resource to provide information on City regulations to property owners, residents, businesses, the general public, and other City departments and divisions.

TYPICAL DUTIES & RESPONSIBILITIES:- Reviews notices of violations; checks case pictures, notes and documents for inspection history of property or for non-compliance with re-inspection deadlines; reviews permits on file and permits issued on the location related to code cases; issues reports, stop work notices, and citations; contacts property owners, tenants or business owners and sets up inspection schedule; coordinates inspections or permitting process with Building Division, Planning, Engineering, Public Works and other City departments as needed.
- Inspects sites to investigate violations and gathers pertinent evidence of code violations; prepares and issues violation notices; prepares documentation and evidence for court cases; performs other related duties as assigned.
- Performs a variety of field and office work in support of the City’s local code enforcement program; enforce compliance with City regulations and ordinances including those pertaining to zoning, land use, nuisance abatement, building, health and safety, graffiti, water waste, and other matters of public concern.
- Receive and respond to citizen complaints and reports from other agencies and departments on alleged violations of City zoning and related municipal codes and ordinances; interview complainant and witnesses; conduct investigations and provide recommendations for resolution.
- Conduct field investigations; inspect properties for violations; attempt to make contact at the residence or business in order to resolve violation; issue notices of violation, corrective notices, orders to comply, and related documentation for code violations; schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances; issue administrative and parking citations and other notices of violation as necessary.
- Prepare evidence in support of legal actions taken by the City; appear in court as necessary; testify at hearings and in court proceedings as required.
- Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs. Attend Administrative Appeal Hearings.
- Prepare a variety of written reports, memos, and correspondence related to enforcement activities.
- Participate in various inter-agency programs such as the Riverside County Abandoned Vehicle Abatement Service Authority Program. Conduct Business License Enforcement.
- Patrol assigned area in a City vehicle to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations.
- Operate computer to enter, process, and acquire data relative to complaints, inspection sites, and effective code enforcement; research complaints.
- May assist in researching, drafting, and rewriting municipal codes; participate in the development of forms and processes utilized to address various issues.
- Perform related duties as required.
CLASS CHARACTERISTICS:Code Enforcement Officer is a multi-incumbent class in the Planning Department. The Code Enforcement Officer is an entry level class in the Code Enforcement Officer Series. Positions in this class perform the more routine duties. Advancement or placement to the Senior Code Enforcement Officer class is contingent upon acquiring the knowledge and experience necessary to effectively perform higher level duties and department budget availability. The Senior Code Enforcement Officer is distinguished from the Code Enforcement Officer through experience and knowledge required to manage and administer code cases.
CONTACTS AND RELATIONSHIP:This position has the majority of their interaction with the public and other City employees and Riverside County Agencies.
QUALIFICATION GUIDELINES:The knowledge and abilities which are required to perform the duties and responsibilities of this class are as follows:
DESIRABLE QUALIFICATIONS:Experience: One year of code enforcement experience or compliance experience or related field involving compliance activities such as planning, building, or law enforcement.
Training: High School diploma or equivalent.
License or Certificate: Possession of a State of California driver’s license and a satisfactory driving record. Possession of a PC 832 issued by Commission of Peace Officer Standards and Training (POST) within three (3) months of hire.
Desirable but not required: Certified Code Enforcement Officer Designation by the California Association of Code Enforcement Officers (CACEO).
KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of: State laws, and City and County codes and ordinances governing land use, zoning, and related code provisions; techniques of investigation, including interviewing and fact finding, related to code and ordinance enforcement; planning, zoning, building inspection, and safety laws and concepts; case and action files; research techniques using technology; computer operation and software programs including word processing, spreadsheets, databases, and specialized programs used in code enforcement work; safe work methods and safety regulations.
Ability to: Read, interpret, apply and explain related laws, ordinances, rules, regulations, policies and procedures; conduct investigations into code violations; prepare case and action files; read and interpret maps, plans, and legal descriptions; operate a video camera; communicate effectively both orally and in writing; research and prepare written reports and regulation language; deal constructively with conflict and develop effective resolutions; establish and maintain cooperative working relationships; provide excellent customer service; skillfully and safely operate a motor vehicle when required in the course of performing work duties.
PHYSICAL REQUIREMENTS:Work is performed in office and field work site environments. Ability to communicate orally, in person, and by telephone with management, co-workers, and the public in face-to-face, one-to-one, and group settings; use office equipment such as computer terminals; sit for extended periods of time; have hearing and vision within normal ranges; carry, push, reach and lift repeatedly up to 20 pounds; occasionally stoop, kneel or crouch; sufficient manual dexterity to operate equipment; walk on uneven terrain; work in an outdoor environment with possible exposure to extreme weather conditions, moving equipment, heavy equipment, moving traffic, dust, noise, toxic fumes and chemicals, infectious diseases, air and water borne pathogens and other potentially hazardous substances; stoop, kneel, crouch, and climb; work in confined spaces. May be exposed to irate and hostile individuals, extreme weather, construction sites, enclosed spaces and heights.
EMERGENCY SERVICES:All City employees are required to perform assigned Emergency Service duties in the event of an emergency or disaster.
