The Position
Community Engagement Program Manager
Annual Salary Range: $90,000-$105,000
Placement within this range is dependent on qualifications, experience, and ultimately established by the ARCIE Board of Directors.
The Animal Resource Center of the Inland Empire is looking for its first Community Engagement Program Manager! Are you passionate about serving the community and supporting a team that is committed to making a positive impact? The Animal Resource Center of the Inland Empire is seeking a passionate and motivated individual with community engagement, community outreach, and social media experience to join the organization. The Animal Resource Center of the Inland Empire will begin providing animal services July 1, 2025, which include animal control and sheltering services. The Community Engagement Program Manager will play a pivotal role to promote and develop the Agency's brand via social media communication and at community outreach events. The incumbent will be highly skilled in evaluating trends and identifying social media audiences to determine the most effective platforms and communication methods to disseminate information about the Agency, reach residents, and engage the community.
Under the administrative direction of the Executive Director of Animal Services or designee, the Community Engagement Program Manager manages a communications strategy which fosters public understanding and awareness of the Agency’s goals, policies, and programs. The position provides the public, media, community stakeholders, regional agencies, and Agency employees with accurate, timely and consistent information.
The ARCIE Executive Director of Animal Services will serve as the ultimate hiring authority.
The ARCIE is not employed by the City of Ontario nor City of Chino. The successful candidate will be an at-will employee of the Animal Resource Center of the Inland Empire and ultimately they will be appointed by and serve under the ARCIE Executive Director of Animal Services .

Examples Of Essential Functions
- Plan and coordinate all aspects of special and community-based events and programs, including outreach, foster care, volunteer, rescue placements, and related services.
- Develop branding and communications programs that proactively convey the Agency’s achievements to both internal and external stakeholders.
- Develop and execute a results-driven social media strategy.
- Preserving the Agency’s brand, image, and presence through assigned website pages, content, frequency of postings and public responses associated with a variety of social networks.
- Plans and monitors the use of social media tools to ensure Agency standards are maintained.
- Research opportunities for new social marketing platforms and adapt processes to fit the Agency needs.
- Create engaging content for the Agency’s social media platforms, promotional materials, and public information.
- Coordinate animal placement programs with select non-profit agencies and other organizations
- Create and conduct educational programs including library presentations, facility tours and presentations to local groups and schools.
- Reviews and coordinates a wide variety of public information and media projects within the communications, promotions, and public relations arena, including programs or messages aimed at Agency employees.
- Organize and lead programs and arrangements for special events; ensure that set-ups, equipment operation, and breakdowns are performed in a satisfactory manner.
- Establishes and maintains contacts and relationships with schools, community and corporate groups, county departments, community leaders, and representatives of outside agencies and the media.
- Develops and organizes community and media events, public service announcements, press releases, social media, and other publications to promote and publicize agency functions and programs.
- Preparing and presenting staff reports and other necessary Council/Board and/or community presentations.
- Assists in responding to media, public information, and other inquiries.
- Performs other duties as assigned.

- Plan, develop and deliver persuasive presentations designed to motivate and stimulate support of agency program.
- Operate a computer and designated software programs to include word processing, desktop publishing, spreadsheets, databases, and specialized publication applications to input, access and analyze information.
- Coordinate, prioritize, and integrate multiple projects in a timely, cohesive, and effective manner.
Qualification Guidelines
Educational Requirements
Any combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. A typical combination includes:
A bachelor’s degree from an accredited college or university in Social Services, Social Sciences, Public Relations, Public Administration, Sociology, Communications, or related field. Additional experience may be substituted on a year for year basis.
Candidates qualifying by way of degree require proof of successful completion of a

Experience Requirements
Three (3) years of professional experience coordinating and/or managing public relations, journalism, community outreach, program development and/or program management functions in public or private organizations.
Licenses
Individuals must be physically capable of operating a motor vehicle safely and possess a valid Class C California Driver’s License OR be able to demonstrate the ability to travel on scheduled or unscheduled visits to various locations which may or may not be reachable by public transportation. This requirement applies at time of appointment and throughout employment in this classification.
Special Requirements
- This position requires the ability to work in a standard office environment with continuous upward and downward flexion of the neck.
- Frequently sitting, repetitive use of hands to operate computers, printers and copiers.
- Occasional walking, standing, bending and twisting of neck, bending and twisting of waist, squatting, simple grasping, reaching above and below shoulder level, and lifting and carrying of files weighing up to 25 pounds.
- Some exposure to cold, heat, noise, outdoors, confining work space, and chemicals;
- Ability to travel to different sites and locations; ability to attend evening and weekend meetings;

RETIREMENT
The Agency has Deferred Compensation Plans available through Voya Financial. Employer paid contributions of 10% of base salary to a 401(a) retirement plan will be made on your behalf. A 3% base salary employer contribution will be made to the 457b deferred compensation plan.
The 457(b) is a governmental plan for retirement savings that allows you to supplement any existing retirement and pension benefits by saving pre-tax dollars through a voluntary salary contribution. Contributions and any earnings on contributions are tax deferred until money is withdrawn. Distributions are subject to ordinary income tax. Employees are eligible to make voluntary deductions to the 457(b) deferred compensation plan.
