YOUR POSITION
The City of Moreno Valley is seeking a motivated and experienced Senior Planner to join our dynamic Community Development Department. This first-level supervisory role plays a pivotal part in shaping the future of our city by leading a team of planners and interns in implementing innovative and sustainable planning initiatives. Under general direction, the Senior Planner will organize, supervise, and actively participate in professional and technical planning activities, ensuring compliance with local, state, and federal regulations. The Senior Planner will spearhead complex planning projects, provide critical input on land use policies, and serve as a liaison between the City, regional organizations, and the community. IDEAL CANDIDATE
The ideal candidate for the Senior Planner position is a collaborative and detail-oriented professional with a solid understanding of urban planning principles and municipal planning processes. They should possess demonstrated expertise in land use policies, zoning codes, and CEQA regulations, along with the ability to manage complex projects and guide a team to success. This individual is skilled at interpreting policies, conducting analyses, and presenting clear and persuasive recommendations. With a commitment to public service, they excel at building strong relationships with diverse stakeholders, including city staff, developers, and community members. The ideal candidate will bring strong leadership skills, analytical capabilities, and a dedication to contributing to Moreno Valley’s growth while upholding its unique character and community values.
Minimum Qualifications
A bachelor’s degree in planning or a closely related field; OR, equivalent related work experience; AND
At least six (6) years of progressively responsible professional experience in municipal planning.
THE DEPARTMENT
The Community Development Department provides a variety of development and business services related to enhancing the quality of life in the community. The Community Development function provides planning, building, and code-compliance services. The Building & Safety Division provides building plan examination services and conducts field inspections of buildings under construction to ensure that the City’s building environment complies with established construction codes. The Planning Division processes land use applications in accordance with the provisions of the City’s Development Code, General Plan, Landscape Guidelines, applicable Specific plan requirements, CEQA, and other State and Federal requirements.
About The Planning Division
The Planning Division recommends and implements land use policies, processes land use applications and prepares and processes updates and revisions to the General Plan, Municipal Code, Landscape guidelines and Design guidelines. This division provides staff support to City Council, the Planning Commission, the Environmental and Historical Preservation Commission, and the Project Review Staff Committee.

THE SELECTION PROCESS
Applicants possessing the MOST DESIRABLE qualifications at each level, based on a screening of required application materials, including the completed Supplemental Questionnaire, will be invited to continue in the selection process. Recruitment Process: Human Resources (HR) reviews all application materials to determine whether candidates meet the established minimum and preferred qualifications after the position closes. Those who qualify will be advanced to the next stage of the recruitment process. All applicants will receive email notifications regarding their status.
Application Screening
Applications and supplemental materials will be reviewed to identify candidates whose qualifications best align with the position's essential requirements. Only those applicants who meet the criteria outlined in the job bulletin will advance to the next phase of the selection process.
Video Appraisal Interview
Applicants may complete a self-guided video interview by recording responses to a series of structured questions. These questions are designed to assess each candidate's qualifications and suitability for the position. There is no live interviewer or proctor; candidates will record their answers independently and submit the videos for evaluation.
Technical Interview
Selected applicants will be invited to participate in a structured technical interview designed to evaluate job-related knowledge, problem-solving abilities, and proficiency in key competencies required for the position. Candidates will respond to a series of standardized questions, and their performance will be assessed using predetermined evaluation criteria to ensure a fair and consistent appraisal process.
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List: Once the appraisal is complete, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
