THIS RECRUITMENT IS TO FILL ONE FULL-TIME VACANCY IN THE COMMUNITY ENHANCEMENT DIVISION AND TO ESTABLISH AN ELIGIBILITY LIST TO BE USED FOR FUTURE VACANCIES.

Essential Functions
THE POSITION:
Under general oversight of the Community Development Director, the Community Enhancement Supervisor will direct, and participate in the activities of the Community Enhancement staff to ensure community compliance with municipal ordinances.
Knowledge Of
Municipal ordinances and codes which include business license, occupancy, health, safety, zoning, land use, and public nuisance provisions
Geographical characteristics of the City and enforcement needs in each area, district, or neighborhood
Procedures used in the training, supervising, and evaluating of assigned staff
Ability To
Review, analyze, and evaluate code enhancement cases and problems; and to take effective action for their correction
Provide effective lead assistance in difficult code or ordinance enhancement case
Communicate clearly and concisely, both orally and in writing
Train, supervise and evaluate assigned staff
Deal effectively with the public and obtain compliance with City codes
Provide excellent customer service and positively interact with the general public, Department managers and employees
Effectively operate and retrieve data from computer and other devices used to maintain building code information
Maintain a calm and professional demeanor when interacting with customers who may have questions or concerns about the interpretation and enforcement of rules and regulations
Operate a two-way radio and other communication devices
Physical Requirements
Must possess the ability to occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information
Ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds
Ability to walk on uneven terrain, climb ladders, and stairs
Ability to work in various weather conditions and handle loud noise levels
Ability to work in and around hazardous conditions including physical substances and fumes
Example Of Duties
Lead, assign, supervise, and participate in the enhancement of a variety of regulations and laws related to occupancy, zoning, land use, property nuisance, property maintenance, weed abatement and upkeep and management of private property
Review and evaluate the work of other code enhancement personnel and participate in the most difficult and complex enforcement cases
Coordinate code and ordinance enforcement efforts with other Agencies, City departments and divisions
Assist in developing new municipal code sections and ordinances and in recommending changes to existing regulations
Check blueprints and plans of construction to insure adherence to zoning, and land use codes and ordinances
Perform inspections regarding business license, zoning, health, safety, and public nuisances and make recommendations for corrective action
Develop and maintain written case information; write reports; keep detailed records and logs
Testify at court hearings as necessary
Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service
Train, assist and evaluate community enhancement staff
Provide technical advice and assist in representing the City at Council meetings, commissions, committees, groups in enhancement and related matters as required
Perform related duties as assigned
Minimum Qualifications
Any combination equivalent to experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
- High school graduation or equivalent
- Three (3) years of full-time paid experience as a Code Enforcement/Enhancement Officer
- Possession of a valid applicable California Driver’s license
- Code Enforcement experience in a supervisory capacity is preferred
- Possession of a Certified Code Enforcement Officer certification from the California Association of Code Enforcement Officers is highly desirable
- Completion of a PC832 course is highly desirable
Special Requirements
The Community Enhancement Supervisor will be assigned to work a rotating weekend schedule. The Work Schedule consists of two (2) rotating schedules of two (2) pay periods on “A” shift, followed by two (2) pay periods on “B” shift. “A” shift consists of a regular Monday through Thursday 4/10 schedule from 7:30 a.m. to 6:00 p.m. “B” shift consists of a 4/10 Wednesday through Saturday schedule, with Wednesday and Thursday hours from 7:30 a.m. to 6:00 p.m.: and Friday and Saturday weekend hours from 9:30 a.m. to 8:00 p.m. The Community Enhancement Supervisor shall receive an additional five percent (5%) for those weekend hours worked comprised of any Friday or Saturday.

Starting salary step will depend on qualifications, prior experience and skills.

SHORT TERM/LONG TERM DISABILITY (Lincoln Insurance)
- City pays 100% of premium
- The Short Term Disability Insurance Plan provides benefits commencing on the 31st day of non- work related injury or illness, and employees will be eligible to receive cash benefit of 66.67% of their weekly salary up to $1,871 for up to 22 weeks.
- The Long Term Disability Insurance Plan provides a cash benefit of 66.67% of your monthly salary up to $8,100, starting 180 days after you are out of work and continuing up to age 65 or Social Security Normal Retirement Age (SSNRA), whichever is later

FLOATING HOLIDAYS

HOLIDAY BANK
- City determines how many holidays fall on work day, determined by the assigned work schedule
- Employees credited with an equivalent number of holiday bank
- Employees may accumulate up to a maximum of one hundred (100) hours of holiday bank time.
- Payout of unused hours in excess of 100 will be removed from the employee's holiday bank hours accrual on January 1 and paid in their straight time hourly rate no later than June 30
SICK LEAVE & INCENTIVE PROGRAM
- Accrue 3.693 hours for each pay period
- Maximum accrual 300 hours, 600 hours or 900 hours
- Excess hours will be removed from the employee's sick leave hours accrual, calculated at their straight time hourly rate, paid at no less or no more than 75% of the total value paid in December.
VACATION
- 1-5 years, 3.6923 per pay period (accrual =96 hours, max 192)
- 5-10 years, 4.6153 per pay period (accrual=120 hours, max 240)
- 10-15 years, 5.5384 per pay period (accrual =144 hours, max 288)
- 15-20 years, 6.4615 per pay period (accrual= 168 hours, max 336)

BILINGUAL PAY
- $150.00 per month for Spanish, Mandarin, Cantonese, Chinese, Japanese, Vietnamese, Tagalog, and American Sign Language
TUITION REIMBURSEMENT
