Under general direction, oversee and participate in a variety of tasks under the Code Enforcement Division of the Community Development Department and perform related work as required.
Supervision Received And Exercised
Supervision is provided by the Director of Community Development or their designee.

Plan, supervise, organize, assign, review and participate within the Code Enforcement Division and coordinate activities with other City departments and agencies; conduct work in assigned area, at least fifty percent or more of the time; establish policies and procedures for the Code Enforcement Division; train and evaluate the work of the Code Enforcement personnel; research, interpret and explains City codes; resolve more difficult or controversial cases; perform most difficult inspections; receive telephone calls or in-person complaints from citizens, property owners, community representatives and governmental agencies regarding possible violations of City codes related to zoning, housing, health, safety and property maintenance violations; investigate complaints of non-conforming property uses, abandoned or parked vehicles, unsightly property maintenance, fire hazards or obstructions; conduct property maintenance, zoning and health and safety inspections for conformity with City codes; complete complaint forms and investigation reports; contact or attempt to contact residents, owners or business representatives and others to explain nature of violations and encourage compliance with City codes; prepare original and routine violation letters; post signs signifying violations or unsafe conditions as required; inspect properties and facilities at later dates to verify continued compliance; prepare acknowledgement letters for corrective actions; operate computer terminal to prepare correspondence and update records; prepare testimony and make presentations at administrative hearings; conduct office conference with officers, render disposition on cases; attend City and professional meetings as required and perform other duties as assigned.
Qualification Guidelines
Education And/or Experience
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential job functions of the position. A typical combination is:
Graduation from an accredited four-year college with a Bachelor's Degree in Public Administration, Business Administration or closely related field is desirable and supplemented by formal code enforcement training, and a minimum of three (3) years code enforcement experience related to the application of planning, zoning, housing, property maintenance and health and safety codes, ordinances, regulations and policies.
Knowledge Of
City housing, zoning, property maintenance, health and safety codes; code enforcement and public relations practices; principles and methods of investigation and research related to the enforcement of City codes; planning, zoning, building, electrical, plumbing and mechanical codes and standards; effective work management and organization methods.
Ability To
Plan, organize, schedule and implement an effective City code enforcement program; coordinate, assign, check and evaluate the work of Code Enforcement Officers; independently research and apply relevant sections of City Codes to public complaints and potential code violations; independently conduct field inspections and prepare citations; conduct routine and complex investigations and interview parties as needed; determine a variety of acceptable means for resolving problems and ensuring effective compliance with City codes; interpret and explain City codes with tact and diplomacy; interact effectively with staff, homeowners, business owners, tenants and public and private representatives; communicate effectively, both orally and in writing; prepare and present testimony at public hearings; operate a computer terminal and use word processing and spread sheet software; operate standard office equipment; and maintain complete and accurate work files.
Licenses and Certificates
Penal Code 832 Certificate required within six (6) months of hire. Possession of a valid California driver's license is required.
Special Requirements
A complete investigation of criminal and DMV records is required.
Physical Demands
Ability to lift up to 25 pounds is required. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone and personal service.
Work Environment
Work is performed indoors and outdoors. Environment is generally clean with limited exposure to conditions such as dust, fumes, or odors. Employee may travel to different locations and may be exposed to inclement weather conditions, noise, vibration, or dust. Noise level in the work environment is usually moderate but the employee may occasionally be exposed to loud talking and interruptions from telephones and/or members of the public.

Selection Process
Applicants must complete an application online prior to the final filing date. Applications will be screened for qualifications, appropriate background, and only the most qualified will be invited to participate in the examination process. Successful candidates must achieve a minimum passing score in each of the test components. Applicants will be notified by e-mail as to the test date, time, and location. Oral Interview (100%)
Candidates will be required to pass a City administered pre-employment physical and may be required to pass a thorough background investigation and polygraph examination as part of the selection process. Candidates who do not pass will be disqualified and removed from the eligibility list.
