BRIEF DESCRIPTION:
The Director of Human Resources is a vital leader of the Human Resources team that is responsible for overseeing, supporting and providing the HR needs of the organization in a manner that promotes an employee-focused, high-performance culture that emphasizes quality, productivity, and goal attainment. HR Team members serve as an ambassador of the City’s CORE values – Service. Integrity. Communication. Excellence.
The Director of Human Resources administers, provides interpretation of, and assists in the implementation of the personnel policies and procedures of the City, and applicable Federal and State laws and regulations. Plans, organizes, directs and manages the activities and operations of the Human Resources department, including policy development, recruitment, onboarding, information systems/records, classification and compensation, performance evaluations, employee and labor relations, benefits administration, wellness, occupational health & safety, ADA, risk management, worker’s compensation, training and development, affirmative action, etc. Serves as the Civil Service Director, Equal Opportunity Officer, and the American with Disabilities Act Coordinator. Coordinates assigned activities with other departments and outside agencies. Leads the Civil Service Commission as outlined in the Texas Local Government Code 143. Integral partner on the Budget Committee, the Customer Service Committee and the Boards and Commissions Selection Committee.
This is a responsible position that will require a high level of independent judgement, leadership, and decision-making. Position requires a strong leader that can maintain a positive, productive work environment, take a collaborative approach to management while building trust and can effectively create unity and a shared sense of purpose amongst staff.
The Director of Human Resources must communicate effectively to cultivate good business partnerships with City Management and employees, while promoting positivity and respect.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:

- Ability to train on legal compliance subject matters and to adjust delivery of training and training materials to classroom situation including types of learners, special needs and pace according to depth of subject and participant level
- Ability to listen attentively to people’s ideas and concerns; paraphrases back to ensure understanding
- Ability to defer judgement on what someone is saying and instead focuses on finding out more; focuses on individual circumstances that are driving someone’s behavior and tailors responses accordingly

- Knowledge of basic governmental accounting and financial management principles
- Knowledge of principles and practices of program development and administration.
- Knowledge of methods and techniques of problem solving, conflict management, and customer relation techniques, investigation, training, counseling and conflict resolution
- Knowledge of principles and practices of municipal budget preparation and administration
- Knowledge of principles and practices, and recent developments in risk management, worker’s compensation, and property and casualty insurance programs
- Knowledge of recent developments, current literature and sources of information related to the development, implementation and administration of human resources programs
- Knowledge of rules, regulations and governing principles pertinent to human resources
- Knowledge of principles of supervision, training and performance evaluation
- Knowledge of pertinent federal, state and local laws, codes and regulations
- Demonstrates professional integrity and creativity
- Skilled in organization, project and time management
- Skilled in strategic and critical thinking
EDUCATION AND EXPERIENCE:
A bachelor's degree in public administration, business, or personnel administration plus 5-7 years' experience in personnel administration; OR
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities
Texas Local Government Code Section 143 experience highly preferred
CERTIFICATES AND LICENSES REQUIRED:
A Valid Class C Texas driver license and the ability to maintain a satisfactory driving record
Professional of Human Resources (PHR) or Senior Professional of Human Resources (SPHR) preferred
ENVIRONMENTAL FACTORS AND SAFETY HAZARDS:
Primarily in an indoor environment with the ability to operate outdoors when needed. May be exposed to extreme heat and cold during summer and winter months.
