The Economic Development Manager will offer strong leadership and guidance on all economic development matters within the City, supporting efforts to enhance the local economy while maintaining the high quality of life for residents. The ideal candidate will be a well-rounded professional with extensive experience and subject matter expertise in economic development, applying their experience to creatively address challenges and leverage the unique opportunities presented by the City’s current transformation to foster a favorable business climate and sustainable economic growth.

Essential Duties And Responsibilities
Duties for the Economic Development Manager may include, but are not limited to the following:
- Assumes management responsibility for assigned programs within the Economic Development Department including economic strategies, business attraction, expansion, and retention, City marketing, public relations, and promotional activities, redevelopment, and liaison to neighborhood associations; oversees projects and contracts and manages staff activities to deliver performance results.
- Develops, implements, and maintains division goals, objectives, policies and priorities; reviews and evaluates work methods and procedures for improving organizational performance, enhancing services and meeting goals; ensures that goals and deadlines are achieved.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
- Plans, directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
- Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
- Oversees and participates in the development and administration of the division’s annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
- Supervises, coordinates, and participates in the management of assigned projects; assigns, supervises and reviews the work of project management staff and contractors; reviews and updates project plans.

Employment Standards & Minimum Qualifications
MINIMUM QUALIFICATIONS GUIDELINES: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training
- Equivalent to the completion of a Bachelor's degree from an accredited college or university with major course work in economic development, community development, planning, public administration or a related field.
- A Master's degree in a related field is highly desirable.
Experience
- Five (5) years of increasingly responsible management level experience in economic development, urban development, redevelopment, or planning including two (2) years of supervisory responsibility.
- Additional years of experience can be substituted for education on a year-for-year basis.
Licensure Or Certification
- Possession of a valid California driver's license.
