As Medford’s Economic Development Manager, you'll spearhead initiatives that attract new investments, support local businesses, and drive sustainable growth. Required Education and Experience:
- Graduation from high school or GED equivalent; and
- Six (6) years of increasingly responsible experience in local or regional economic development, planning, business marketing, and/or community development, including extensive experience with economic development, redevelopment, and/or revitalization programs.
- Bachelor’s degree in economics, business or public administration, urban planning, or other specific area of study as deemed applicable may substitute for two (2) years of experience.
Preferred Qualifications:- Previous experience working with municipal governments or public sector experience.
- Experience assisting startup companies and/or business retention and expansion. Additionally, experience providing financial assistance to growing businesses.
Available Schedule:
- 8 hours daily, Monday - Friday
- Opportunity for alternate schedule after the first 90-days:
- 9-80 (nine hour work days with a three-day weekend every other week)
- Teleworking up to 1 day per week
Directly related experience and qualifications will be evaluated alongside others who perform work of comparable character as required by Pay Equity Law. Six steps are included in this salary range, allowing opportunity for annual movement through the steps. Travel MedfordVisitor GuideSportsThe Chamber Essential Functions of the Position:- Plans, develops, manages, and organizes activities related to business recruitment and growth to attract, create, and retain jobs; provides the business community and individual organizations information and assistance to promote and market the City as a favorable environment in which to establish and build industries and businesses.
- Manages complex land development projects coordinating efforts between development entities/applicants and internal and external public agencies.
- Coordinates efforts and information with various City departments to identify, attract, retain, manage, and assist business and industry; demonstrates continuous effort to improve the efficiency and effectiveness of services, projects, and activities; decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service; may assist businesses with all required registration and permitting processes.
- Collaborate with local businesses, government agencies, and community stakeholders to create workforce development programs.
- Manage grants and funding opportunities to support economic development projects.
- Coordinate marketing and promotional efforts for the City to attract prospective businesses and investors.
- Evaluates and analyzes City codes, policies, and issues to recommend and implement revisions or solutions within scope of authority; ensures compliance with all laws, policies, regulations, timelines, and goals; interprets statutes and regulations; coordinates programs with local, state, Federal, and regional agencies.
- Manages the collection, compilation, and presentation of project, operational, and financial data; prepares and presents proposals and various special and recurring reports to city officials, community groups, and other stakeholders; participates in various meetings with City Council, regional government organizations, community groups, and state and Federal agencies.
- Monitor and evaluate the impact of economic development programs to ensure effectiveness and alignment with city goals; conducts studies to determine financial impact.
- Participates in the development and administration of program and divisions budgets.
- Conducts and analyzes market research to identify emerging economic trends and opportunities.
- The scope of the assigned area will depend on departmental and/or citywide operational structure and is at the discretion of the City Manager.

Work Environment & Physical Demands:
Work occurs both indoors in an office and outdoors in the field. The office environment features desk work with moderate noise levels and distractions, adequate lighting, and controlled HVAC systems. Outdoor field work may expose incumbent to various weather conditions, terrains, traffic, and undeveloped areas, as well as potential hazards like moving mechanical parts, electrical currents, vibrations, fumes, and dust. Employee may also engage with upset staff and/or public and private representatives while interpreting enforcing departmental policies and procedures.Must possess physical ability to regularly work in a standard office environment, inspect City development sites, and attend various meetings which include climbing, stooping, kneeling, crouching, reaching, standing, walking, sitting, lifting, and performing repetitive motions for extended periods of time. Strong hearing, visual acuity, and verbal communication skills are essential to perform daily tasks. Proficiency in using automated office equipment, such as computers, printers, copiers, and telephones, is also required. Employees may occasionally need to exert up to 25 pounds of force to move objects and regularly drive a motor vehicle.
