Definition
Under the direction of the Assistant Superintendent of Operations, the Director of Construction and Facilities Services manages and supervises the overall operations and staff engaged in all phases of the district's construction, renovation, and facilities planning and maintenance programs. Coordinates with schools, district staff, consultants, and contractors to ensure the proper implementation of construction, maintenance and safety standards, educational specifications, and construction and maintenance schedules.
Major Duties
- Oversees the operation of the Construction and Facilities Services Department, ensuring cost-effectiveness and compliance with all district, federal, state and county laws, regulations and requirements.
- Plans and implements all bond, district and school renovation and construction projects. Works with school principals, district leadership and other staff to determine facility needs. Collaborates with others (e.g. District personnel, regulatory agencies, community organizations, Department of Education) for the purpose of implementing and maintaining services and/or programs.
- Supervises, directs and coordinates the efforts of all construction, facilities and safety staff, and construction contractors and consultants, to ensure successful completion of projects and deliverables.
- Sets standards and procedures for building and grounds maintenance, renovation and performance, that maximizes effectiveness, efficiency, longevity and supports sustainability.
- Provide cost estimates for building renovations and remodeling. Prepares all bid documents and supervises the bidding process and the issuance of all construction and maintenance contracts.
- Provides recommendations for award of contracts to architects, engineers, contractors, construction consultants for administration and Governing Board approval.
- Monitors the services performed in accordance with issued contracts. Reviews and authorizes all pay requests and requests for retention releases. Review and authorize all change order requests.
- Coordinates with schools, other district staff, consultants, and contractors to ensure the proper implementation of construction, maintenance and safety standards, educational specifications, construction schedules. Coordinate problem solving sessions as needed.
- Monitor and coordinate schedules of asbestos abatement activities and construction work.
- Oversees the preparation of asbestos abatement reports of Governing Board approval and submission to County Board of Supervisors in accordance with the provisions of A.R.S 15-907.
- Provide construction program status reports as needed to include budget and project updates
- Supervise the inspection of all phases of construction and maintenance projects for compliance with specifications and final acceptance.
- Establishes and implements budgeting and financial management systems consistent with district and bond requirements. Develop and maintain all budgets related to construction and facilities maintenance. Monitor expenditures and budget transfers to ensure funds are available to complete construction, maintenance and safety projects. Determines procedures necessary for adequate control of equipment, supplies, and labor. Assures internal controls are established, maintained, and documented.
- Performs personnel functions (e.g. "interviewing, evaluating, supervising, training, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget. Recommends new hires, promotions, termination and transfers, and ensures appropriate training for the purpose of maintaining staffing needs and productivity of the work force.
- Prepare management reports as needed to include identification of facility requirements, deficiencies, forecast of future needs, hazardous building conditions, and analysis of impacts of legislation/School Facility Board directives.
- Oversee the preparation and submission of School Facility Board baseline data requests on behalf of the district.
- Advise the Assistant Superintendent for Operations on all aspects of the district construction, renovation, maintenance and safety programs.
- Perform other related duties as assigned, for the purpose of ensuring an efficient and effective work environment.
POSITION TITLE: DIRECTOR OF CONSTRUCTION & FACILITIES SERVICES
Qualifications
- Bachelor’s Degree in engineering, architecture or related field and/or administrative supervisor duties in related field from accredited college or university. Five years of construction project management experience may substitute for the degree requirement.
- An additional five years experience in a related field, preferably working with public school projects, at least three of which must have been in a supervisory capacity
- Demonstrated experience in developing and monitoring construction project master schedules preferred.
- Training and experience necessary to provide strong leadership and effective staff management in both facilities and construction management.
- Familiarity with Arizona state procurement rules as adopted by the State Board of Education preferred.
- Familiarity with appropriate city building codes.
- Effective oral and written communication skills
- Demonstrated skills in chairing committees, working with community groups, faculty, and campus administration.
