The
Department of Budget and Fiscal Services (BFS) is seeking a multi-talented critical thinker who has the ability to simultaneously manage various challenging projects. This position's job duties include responsibilities in the area of human resources and budget analysis.
Human resources duties include but not limited to:
- Resolving issues relating to a variety of departmental personnel management services including recruitment, selection, promotions, transfers, retirement, classification, training, labor relations, payroll, and other related activities.
- Advising upper management of procedural and regulatory requirements relating to personnel administration.
- Developing and conducting department-wide training.
Budget analysis duties include but not limited to:
- Assisting with reviewing, analyzing, and recommending adjustments to the department’s annual budget requests and preparing budget presentations.
- Assisting with developing and administering the division’s annual budget.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited college or university with a bachelor's degree in business or public administration or a related field.
Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

Substitution: Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
EXPERIENCE REQUIREMENT:
Three years of professional (i.e., post-bachelor's degree, non-clerical) work experience in budget administration, personnel management (i.e., human resources), or management analysis.
Such experience must have demonstrated knowledge of basic principles and practices of public administration including personnel management, budget and fiscal administration, and organization and method analysis; methods and techniques for evaluating and analyzing facts, information, and issues to resolve problems; research and statistical methods and techniques; and report and letter writing. Such experience must also have demonstrated the ability to analyze and evaluate administrative problems, operations, programs, and fiscal information.
SUBSTITUTION:
A Master's degree in Human Resources Management, Business Administration, or Public Administration from a regionally-accredited college/university may be substituted for six (6) months of the required work experience.

Non-Qualifying Experience:
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level, and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
Most work experience in a professional-level administrative or managerial position includes some responsibility for budget, personnel, and/or management analysis functions. However, if the primary responsibility of the position is not concerned with professional budget administration, personnel management, and/or management analysis work, such experience is not considered qualifying for the position of Administrative Specialist II.
LICENSE REQUIREMENT:
Possession of an appropriate valid driver's license, as required.
