This position serves as the Chief Financial Officer for the City of Conroe and is responsible for the overall operation of the Finance Department including accounting, payroll, utility billing and meter reading, and other departments and divisions as assigned by the City Administrator.
QUALIFICATIONS
Education and Experience:
Bachelor’s degree in accounting, finance, business or public administration required. Five years of experience in a supervisory position in a municipal finance department required.
Special Requirements:
Certified Public Accountant preferred. Master’s degree in accounting, finance, business or public administration preferred. Recipient of Certificate of Achievement for Excellence in Financial Reporting and/or Distinguished Budget Award from the Government Finance Officers Association preferred. Certified Government Finance Officer preferred. Possession of a valid class “C” Texas driver’s license required.
Knowledge, Skills and Abilities:
Knowledge of establishing and maintaining internal service funds.
Knowledge of establishing and monitoring performance measurements.
Knowledge of accounting procedures to close out accounts and books at the end of the year in a timely and accurate manner.
Knowledge of state and local purchasing guidelines to ensure compliance. Ensure purchases were made within budget allocations and placed appropriately in fixed asset inventory.
Ability to clearly and effectively communicate both orally and in writing, including the ability to give effective presentations to City Council, employee groups, citizens and other groups.
Ability to inspect operations and suggest proper courses of action.
Ability to maintain a general accounting for the City’s government for each of its offices, departments and agencies.
Ability to analyze past revenue and expenditures as well as economic and other conditions that might affect revenues and expenditures in future years.
Ability to develop and monitor capital project budgets.
Ability to recommend investment strategies designed to create benefits to the City without risking public funds.
PHYSICAL DEMANDS
The work is sedentary and requires the ability to exert up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required: mental acuity.
