SCHEDULE/REMOTE/HYBRID: This position may involve working a variety of schedules, including evenings. Remote and or hybrid schedules are not available. However, flexible scheduling may be discussed upon hire and supervisor approval.
RELOCATION: This position is located in Greenwood Village, Colorado. Relocation assistance is not provided.
REQUIREMENTS: Experience in urban planning is desirable, including experience as an intern or employment as a planner in a professional planning organization. Equivalent to a bachelor’s degree from an accredited college or university with major course work in urban planning, architecture, landscape architecture, environmental design, or a related field. A master’s degree is desirable. Possession of, or ability to obtain, an appropriate, valid driver's license and a driving record satisfactory to obtain coverage by the City's insurance carrier. Working toward certification through the American Institute of Certified Planners is desirable.
Typical Day Scenario for Planner I
As a Planner I, a typical day begins by reviewing and addressing emails and voicemails from residents, contractors, and developers, answering inquiries on zoning, permits, and development requirements.
Inspections are scheduled by residences or contractors, that necessitate fieldwork. This includes visiting properties to inspect compliance with development regulations. The planner reviews building permits, checks foundation surveys for accuracy, and ensures site conditions align with approved plans.
The Planner I meets with applicants in person or on the phone to review zoning or variance applications, offering guidance and working collaboratively to resolve concerns while ensuring compliance. Comment letters are drafted, and referrals to internal or external agencies are made when necessary. Throughout, they provide excellent customer service, balancing technical expertise with problem-solving to address community needs. They also collaborate with colleagues on cross-departmental initiatives and attend professional meetings to stay informed about urban planning trends.
As the day ends, the planner finalizes case updates, prepares visual materials for community meetings, and participates in internal discussions to maintain a cohesive approach to development and planning. Balancing inspections, customer service, and strategic projects. The Planner I role requires strong communication, analytical thinking, and organizational skills to ensure community development aligns with regulations and Village values.

The City of Greenwood Village welcomes your interest in the Planner I position in our Community Development Department. The purpose of this position is to ensure development in the Village is consistent with the community values including being aesthetically pleasing, providing for a safe environment, and meeting the needs of the Village. This position serves as a professional planner responsible for reviewing both permits and applications for development projects, working with property owners, contractors and developers to ensure applications meet both code requirements and community standards, and making recommendations on development projects.
As a municipal organization, Greenwood Village is a provider of emergency services. Some emergency situations, including weather related emergencies, may necessitate Greenwood Village employees to assist in areas of work which may not be directly related to the employee’s specific job function, but which will be within the physical capabilities, training, and skills of the employee.
Distinguishing Characteristics
This is the entry-level class in the professional planner series. This class is distinguished from the Planner II by the performance of the less complex planning functions and handling less complex development cases and special projects, with a focus primarily on customer service and permit review.
Essential Functions
- Public Information
- Responds to inquiries over the telephone and in person regarding planning, zoning, and development regulations.
- Organizes and conducts neighborhood and community meetings associated with development projects and other special projects, as assigned.
- Current Planning Activities
- Serves as project manager in evaluating land development proposals including rezoning, plats, development plans, special use permits, and variances; assists applicants through the variance and development review process; works with applicants to find creative alternatives; writes comment letters; makes referrals to internal and external agencies; prepares staff reports and makes oral presentations to City Council, Planning and Zoning Commission, and Board of Adjustment and Appeals; participates in Parks, Trails, and Recreation Commission meetings as necessary including making presentations and preparing reports.
- Administers sign and fence regulations through the permit process.
- Reviews building permits to assure compliance with the City’s development regulations.
- Conducts inspections and other activities to assure site development complies with permits or conditions placed on development approvals by City Council, Planning and Zoning Commission, or Board of Adjustment and Appeals.
- Maintains case files and information systems used by the department to track applications; prepares documents for recording; makes required changes in zoning maps and other documents resulting from decisions on development applications.
- Conducts site visits of development or variance application properties; takes photos and prepares presentations.
- Reviews foundation location and height surveys as well as as-built surveys related to building permits.
- Long Range Planning and Special Projects
- Participates in preparing and revising the City’s comprehensive plan including research, writing, presentations, production of graphics and plan documents, and plan distribution.
- Conducts research, collects data, and prepares special studies as assigned.
- May serve as project manager and representative on complex, controversial, and politically sensitive special projects involving direct one-on-one contact with residents, Council members, and Commission and Board members.
- Processes revisions to zoning ordinance and subdivision regulations including background information gathering.
- Prepares handouts for public information; creates procedural documents for internal use.
- Administrative Functions
- Attends and participates in professional group meetings; stays abreast of trends and innovations in the urban planning field.
- Prepares packets and organizes Planning and Zoning Commission and Board of Adjustment and Appeals agendas.
- Prepares visual materials; updates and maintains Village mapping using GIS.
- Conducts research, collects data, and prepares special studies as assigned.
- Reviews and provides updates to Case log sheets; sets up for meetings.
- Assists the staff in conducting site inspections and providing information to the public on grading and drainage issues.
- Code Enforcement
- Conducts field investigations and follows the procedures set forth in the zoning ordinance for resolving zoning violations; notifies property owners and other affected parties of violations and works to obtain compliance with code requirements.
- Performs other duties as assigned.
Position Requirements
Knowledge and Skills:
- Planning principles, steps in the development review process, and purposes of zoning and subdivision regulations
- Typical functions of a local planning program in a city or county. Applicable State laws pertaining to comprehensive plans, zoning, and land subdivision. Research methods and techniques.
- Sign, mechanical, generator, and antennae technology. Modern office procedures and use of equipment and technology including use of computer systems. Basic GIS and simulation software.
- Investigate and analyze problems, situations, and technical data, propose alternative courses of action, and recommend solutions.
- Interpret, explain, and enforce development regulations and requirements, and applicable State and Federal laws.
- Understand and evaluate development proposals, maps, development plans, and construction drawings for adequacy of project design and compliance with code requirements.
- Explain general information on planning and zoning to the public. Conduct research and special studies and formulate recommendations.
- Be effective in the use of interpersonal skills needed to handle day-to-day personal and telephone contact with the public.
- Communicate clearly and concisely, both orally and in writing. Understand and carry out oral and written directions.
- Establish and maintain intellectual capabilities needed to analyze situations, apply requirements, and make sound decisions.
- Demonstrate and maintain audio-visual discrimination and perception to observe field conditions, conduct and participate in public meetings, converse with the public, and accomplish other tasks necessary for the successful performance of assigned duties.
- Manage multiple tasks and meet agreed upon deadlines.
- Meet the physical requirements of the position including frequently sitting at computer for several hours; walking or standing, including moving around on job sites, for brief periods of time; talking to and hearing customers on telephone and in person; using hands to finger through files and control objects; reaching with hands and arms; and stooping, bending and kneeling.
Experience And Training
- Experience in urban planning is desirable, including experience as an intern or employment as a planner in a professional planning organization.

Receives direction from the Planning Manager. Exercises no direct technical or functional supervision over other staff.
Field Work
Must be physically capable of safely moving about on construction sites.
