Pima County is seeking an innovative and strategic leader to serve as our Development Services Director, overseeing an $8.8 million enterprise fund budget and leading a team of 56 dedicated professionals. As the Development Services Director, you will report directly to the County Administrator and lead a department that has earned a reputation for excellence. The Development Services Department (DSD) is recognized for its commitment to customer service, process improvement, and financial stability, making it a key partner in driving economic development and fostering smart growth in the region. You will provide visionary leadership to a multidisciplinary team across three critical divisions. The Planning Division administers the County's comprehensive plan, manages rezonings and variances, and updates the zoning code to address the housing shortage. The Site and Building Division consolidates reviews for transportation, wastewater, environmental quality, and grading while overseeing building approvals and inspections. The Operations Division manages technical, financial, and process improvements, including the department’s primary permit system and data reporting.
A hallmark of the department’s success is its ability to drive innovation and efficiency, including achieving a five-day turnaround target for most permits and approvals. Your leadership will play a key role in enhancing financial stewardship, managing a healthy cash reserve, and implementing an innovative fee schedule that reduces fees when reserves are maintained. You will also balance economic growth with environmental preservation, ensuring compliance with planning policies that protect the Sonoran Desert, water supply, and dark skies while promoting sustainable development.
