Position Summary:
Under the overall direction of the County Attorney, direct, supervise, and administer the Civil Division of the County Attorney’s Office in fulfilling the statutory obligations of the County Attorney to provide legal advice and representation to all La Paz County elected officers, appointed department heads and employees in the fulfillment of their duties, to other political subdivisions of the state located within the County.
Duties and Responsibilities:
• Attend, or assure the attendance of an appropriate representative of the County Attorney’s Office at all meetings of the La Paz County Board of Supervisors and provide and supervise legal advice and counsel regarding the matters considered and the conduct of the meeting.
• Represent and participate in major policy decisions by County elected officers, department heads, and employees by providing direct legal advice and effectively exercising decision-making authority with appropriate discretion when supervising professional employees or advising or representing the county or county officers.
• Demonstrate a thorough knowledge of federal, state, and county law, federal, state, and county administrative rules, rules of evidence, criminal and civil rules of procedure, rules of ethics for attorneys, and the policies and procedures for each elected officer of La Paz County and La Paz County.
• Analyze difficult and complex legal, managerial, and administrative issues and formulate and communicate effective solutions.
• Ensure that all civil statutory duties of the County Attorney are accomplished effectively, appropriately, and timely.
• Make effective and persuasive presentations on controversial or complex topics to clients, other agencies, and the public.
• Draft complex legal documents in an organized and professional manner.
• Perform other job-related duties as assigned.
Experience & Education:
• Juris Doctorate
• Admission to the State Bar of Arizona
• Two (2) years of experience as an attorney, preferably in representation of governmental agencies or any combination of training, education, or experience that demonstrates potential ability to perform the duties of the position.
• Pass a background investigation.
Knowledge, Skill & Ability:
• Comprehensive knowledge of principles and practices of law; legal procedures and administrative proceedings.
• Considerable skill in legal research and writing principles or tort, contract, property, and constitutional law and specialties of relevance to local government.
• Knowledge of representing local government agencies.
• Skilling in land use, zoning, and code enforcement regulation, infrastructure and right-of-way issues, and public health issues, with substantial litigation experience.
