This position will oversee the Water Divisions of the Public Works Department.
The City of Glendora Public Works Department has an exciting NEW management opportunity to take a leadership role in a restructured dynamic team! The Assistant Public Works Director assumes a critical role in overseeing daily management of their divisions, while fostering leadership and efficient processing procedures. The ideal candidate must possess strong organizational management skills and be able to work independently while contributing to team goals. This opportunity allows for you to manage and recommend advocacy on legislative matters, provide strategic recommendations for current operations and future water supply needs, and participate in strategies for storm water compliance.
The incumbent will work side by side with another Assistant Public Works Director who oversees Maintenance and Operations. Both Assistant Public Works Directors report to the Public Works Director and may act in his/her absence. Some of the typical duties of the Assistant Public Works Director include but are not limited to, the following:
- Assists the Public Works Director in developing and implementing goals, objectives, policies and procedures related to assigned functions of the Public Works Department; oversees assigned operations; maintains appropriate records and files and coordinates workflow.
- Participates in managing the development and implementation of departmental goals, objectives and priorities for each assigned service area; recommends and administers policies and procedures.
- Oversees and consults in the design, preparation, and review of construction plans, site investigations, cost estimates, specifications, and reports for the construction and/or improvement of public facilities.
- Supervises and manages the preparation of requests for professional services; interviews prospective consultants; provides technical and procedural information; reviews plans and specifications; maintains currency with regulations, litigation, and legislation concerning public works activities.
- Meets with developers and contractors to facilitate projects and resolve issues; coordinates projects with other City departments and outside agencies; represents the Department at assigned commission and committee meetings.
- Evaluates work methods, operations, and opportunities for automation; assists in evaluating, selecting, installing, and maintaining computerized management information software programs for reports and decision support purposes.
- Receives and investigates citizen complaints and requests; determines and ensures appropriate disposition; monitors work completed in response to concerns forwarded by City Manager or City Council; investigates and reports on matters related to claims made against the City.
- When assigned to Water Division, directs and oversees the operation, maintenance and capital improvement of the City’s water system, including water engineering, production, distribution, and consumption metering systems and National Pollutant Discharge Elimination System (NPDES) requirements for the City.
- When assigned to Maintenance and Operations Division oversees the maintenance and repairs to City parks, streets, storm drains, traffic painting and signing, and all City owned fleet and equipment and City owned facilities.
- Coordinates with Risk Management to research City claims, enhance employee safety and coordinate employee trainings.
- Assists in the hiring process of subordinate staff; plans, organizes, and assigns work; develops and establishes work methods and standards; directs staff training and development; reviews and evaluates employee performance; may execute disciplinary action.
- Initiates and participates in the preparation of departmental budget; monitors expenditures and makes recommendations on staffing and equipment to assure effective utilization of resources.
- Represents the City and the Public Works Department on various City and public committees.

QUALIFICATIONS GUIDELINES
Education and/or Experience
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities wouldbe aBachelor’s degree in public administration, business administration or related field of study; when assigned to Water Division Civil Engineering or related field, and five years of progressive responsible supervisory and administrative public works experience. Supplemental education in water treatment/distribution, fleet management, and public administration, is desirable.
Knowledge and Skill Levels
Extensive knowledge of administration principles, methods, and practices as applied in the planning, design, construction and maintenance of municipal public works; laws and regulations governing the design and construction of streets, capital projects, and other public works; principles of supervision and office management. Considerable knowledge of the methods employed in the preparation of contracts, agreements, plans, specifications, procedures, and forms associated with public works projects and laws and processes relevant to assessment districts. Working knowledge of City government and issues of concern to developers, property owners, contractors, private engineers, and others when dealing with the City; varied and alternative financing mechanisms for public works projects, including municipal finance principles and special assessment districts. General skill in the operation of computers.
Special Requirements
Possession of or ability to obtain a Class C California driver’s license and a satisfactory driving record.
A registered Professional Civil Engineer by the State of California is highly desirable.
