Nature of Work
Under administrative direction of the Deputy City Manager, the Municipal Court Supervisor manages the overall operations and activities of the City’s municipal court. Provides leadership and works collaboratively with the Municipal Court Judge, the City prosecutor, police department and other stakeholders. Develops and provides holistic services to the public by seeking innovative ways to integrate programs or services provided by other departments, divisions and local agencies.
Work is performed in accordance with established rules and procedures under the general supervision of the Deputy City Manager. An employee in this class is expected to exercise independent judgment and initiative in the performance of these duties.

Manages and coordinates the organization, staffing, operational activities, and services of the Municipal Court; supervises the development and maintenance and integrity of record keeping and case management systems; Enters court date values in Brazos, deletes and excludes dates as necessary. Requests deployment to the Brazos handheld devices and laptops; communicates with staff and public.
Oversees the preparation, processing, and distribution of summonses, subpoenas, warrants, and other legal documents. Maintains court recordings and equipment and oversees agencies used to transcribe and certify matters on appeal.
Develops and implements municipal court goals, objectives, policies, and procedures. Evaluates court operations and recommends improvements; handles problems within division. Ensures compliance with federal, state, and local laws, regulations, and guidelines.
Prepares court calendar to include arraignments, hearings, and trials; provides sufficient personnel to work during court sessions; establishes a system for effective calendar management; organizes court schedule and directs docket control based on caseload.
Arranges dates for court appointed attorney and first appearance court appointed counsel.
Evaluates new legislation for its impact on court operations and advises Judge of assessment; takes action to make necessary changes that may be required.
Plans for moving court to towards a paperless/paper lite system.
Plans for and implements any procedural or policy changes; implements and monitors special programs such as the Drug & Alcohol Diversion Program and Community Service.
Manages, supervises, and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination, or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains, and develops employees in the accomplishment of their duties and professional growth; evaluates performance.
Develops goals and standards of performance to improve the division’s overall effectiveness and efficiency. Organizes and presents regular court staff/management/judicial meetings and is responsible for the dissemination of information amongst court staff and judge.
Coordinates with Municipal Judge, Northglenn Police Department, City Management, and prosecuting attorneys to ensure smooth court operations and effective case flow management.
Plans for courtroom security with outside agency on court days.
Ensures that all case processing is done in legal, accurate and timely manner using modern
record management techniques; prepares variety of legal documents and notices to defendants and attorneys.
Prepares and administers the division budget, forecasts necessary funds for staffing, equipment, materials, and supplies. Submits budget recommendations and justifications. Monitors expenditures against approved budget.
Attends City Council meetings when required and any other organized meetings as requested by the City Manager.
Expunges juvenile cases if eligible. Seals records if court ordered. Applies for grants and prepares quarterly reports (DOLA).
Establishes maintains and directs procedures to afford constant knowledge of case progress; ensures that Judge and Prosecutor have necessary information to perform their duties.
Provides input to administrative superior regarding annual budget for the Court; research information for purchasing of equipment and office furniture, ensures that expenditures do not exceed budgeted amounts for the year.
Maintains accurate accounting procedures for all funds processed through the Court including bond and jury fees.
Represents the court in non-judicial matters with other activities, such as public groups, conferences, news media, court administrative groups and general public having reasonable interest in the administration of the court.
Maintains overall responsibility for public relations for the court.
Directs compilation of statistical data and preparation of Court Reports.
Manages and oversees all aspects of jury system management; acts as ex-officio Jury Commissioner and prepares annual jury questionnaire.
Oversees delinquent fine referral process with outside collection agency.
Administers retention schedule for all court records and maintains accountability for all summonses issued to Police Department.
Attends quarterly VALE Board meetings and serves as the VALE Board Ex-Officio. Develop by-laws, prepare minutes and agendas. Facilitates communication between the VALE Board and other groups within the community. Ensures compliance with agencies awarded funding through a grant process.
Performs other duties as needed or as required by the Judge; performs all duties of Court Clerks as needed.
Education and Experience
Skills
Bachelor’s degree in Public Administration, Criminal Justice, Court Administration, or related field from an accredited college or university with major course work in court administration or related field; and five years of progressively responsible related experience in the operations of a Municipal Court; three years of supervisory experience, preferably in court management and operations; or any equivalent combination of education and experience which provides the following knowledge, abilities and skills:
Considerable knowledge of court procedures, legal terminology, laws, legal document interpretation and legal factors pertaining to home-rule cities and citizen due process rights.
Working knowledge of the principles and practices of modern office management, financial record keeping and administration.
Ability to plan, assign and supervise work of subordinate personnel.
Ability to establish and maintain effective working relationships with other employees, court personnel and the public.
Ability to communicate effectively in oral or written form. Fluency in the Spanish language preferred.
Demonstrated leadership experience as evidenced by the ability to make independent judgments, direct the activities of others, and lead the team through change.
Ability to prioritize job responsibilities through flexibility.

Completion of Municipal Court Professional Development Program highly desirable.

This is mostly sedentary office work; exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. The employee is required to have close visual acuity.
Hiring Range DOQ: $89,051 - $106,862
Full Range: $89,051 - $124,672

Regular Full-Time
Employee works in a position that is classified as 40 hours per week. Eligible for full benefit package including medical, dental, life and LTD insurance; pension and general leave and optional benefits.
Regular Part-Time 30+
Employee works in a position that is classified as 30+ hours per week. City pays contribution toward employee only medical and dental insurance. Employee can pay the difference to cover spouse and/or children. Life & LTD insurance coverage is provided. Employee participates in the City's pension plan and the City contributes to the plan. Employee accrues general leave on a pro-rated basis and optional benefits.
Regular Part-Time 20+
Employee works in a position that is classified as 20+ hours per week but less than 30 hours. City pays contribution toward employee only medical insurance. Employee accrues general leave on a pro-rated basis and the City pays 3.75% toward deferred compensation and optional benefits.
